A Budget While everybody in Washington and around the country is running around, screaming about the Reagan tax cuts, there is someone in our own backyard who played prophet long ago, saying things 1 J?1i 1_ X. wouian i worK out. Sen. Ernest F. Hollings, D-S.C., voted against the Reagan tax cuts with the speculation that thev would be a disaster. After all, he conjectured, how would $750 million in lost revenues coupled with a gigantic military exnpnditure amount to more than all projected spending reductions? Hollings, instead of just criticizing the Reagan plan as many have done, came up with his own oronosal in record time. His proposition included a freeze on military spending, increases in Social Security cost-of-living and Federal pay hikes, the elimination nf tVlic \roar'c 1 H nnrnont tov /-?i 1 f fho VJL VllikV J O XV/ V/V/1II/ l/UA, tUV/ reduction of next year's budget to 5 percent and the reduction or elimination of other costly items. According to Hollings' estimates, the 1983 budget defecit would be cut to $42 billion and would promise a balanced budget by the end of 1984. The S.C. Senator feels the 10 percent tax cut is unnecessary because ecomomic projections dictate an end to the current recession before then, thus negating a reason to stimulate the economy. That action would result in the saving of $40 billion in revenues which would have to be borrowed at a 14 or 15 percent interest rate. As far as the military is concerned, the Senator recalls the $31 billion added to the Pentagon budget last December as voted on by Congress. Holling's proposals may not be the very best, but at least he has a viable plan to save the economy. Certainly we would expect a fight before this type of proposal would pass. For all those who thought that economic growth would be 4.5 percent after 1982 and that interest rates would decline to 8 percent in 1982, there are now a number of people experiencing an about-face on Reaganomics. Fritz Hollings wasn't one of them because he never voted for the tax cuts in the first place.
