Borkowsl Eminence By MATT POLKA WVU Daily Athernrum MORGANTOWN, W.Va. ? USC Provost Francis T. Borkowski, the last of four presidential candidates to visit the West Virginia University campus, pledged to make WVU "nationally and internationally eminent" if he is selected president. Borkowski, 45, also stressed Wednesday in meetings with staff, students and faculty, the need for the president to be visible and accessible to the different university com muiiiues. "The president must conduct a careful and differential diagnosis with the university constituencies to determine if any decision is the right one at the right time," he said. The president must listen continuously to these groups," he said. IN HIS opening speeches to the groups, Borkowski noted that governance of the university should be an established set of relations, not based upon law, but on concensus of campus groups geared to the achievement of educational goals of the university. "There is a fine line between administration, faculty, students and staff that is constantly shifting," Borkowski said. "And it is incumbent on a president to decide on each issue where the administration and the constituency should have authority." If selected, Borkowski said he would want the president to be more involved in the WVU budget process and to become more accountable for the resources allocated. He also said he is not supportive of the posture the state Board of Regents has taken toward WVU and the other in stitutions in the state with regard to funding. He added that the state Legislature's funding level of 14 percent is extremely inadequate and that presidents of colleges and universities in the state should not degrade other institutions while seeking funds for their own institutions. Rather, they should articulate the needs of the university so the whole state would benefit.
