CHARLESTON <AP)The
Board of Trustees of
the Medical University of
South Carolina has voiced its
opposition to a section of a
proposed statewide college
desegregation plan and has
ordered MUSC President
William H. Knisely not to
sign it.
Like all state college and
university Dresidents.
Knisely was asked to sign a
copy of the federallymandated
South Carolina
plan which was submitted to
the Department of
Education's Office of Civil
Rights for approval early
this year.
The plan was to be
returned to the state Commission
on Higher Education
by May 7.
In an April 23 letter to
Higner Education Commissioner
James Bostic,
Knisley wr te that the MUSC
board supports the aims of
the plan unanimously. The
board wants to increase
minority representation
among students, faculty,
staff and trustees.
1 Presently, the MUSC
board is comprised of all
white males.
But Knisely wrote that
the board does "not agree

professionals.
The state's desegregation
plan proposes that all boards
be composed of 15 members,
with two selected by the
Legislature from each of the
six congressional districts
and the other three appointed
by the governor. It
does not allow the hoards to
have special requirements
for membership.
"Several of the board
members expressed the
hope that compromises
addressing the proposed
changes might be accomplished
soon," Knisely
wrote.
Bostic said the Education
Department's response to I
the South Carolina plan is
ready, but department officials
told him that they
were waiting to send the
responses out to several
states at one time.
Before discussing compromises,
Bostic said, "we

the response is."
