When USC Trustee Hugh Wilcox announced that he
planned to retire at the end of his next term in June 1962, the
Legislature got a cnance to elect a new board member.
Many watchers hoped the Legislature would elect a black
to fill the 12th Judicial Circuit seat. Candidates had to express
an interest in running for the open seat to a Legislative
screening committee. But when no blacks expressed an interest
in the seat, the prospects of a black USC trustee were;
dashed.
USC has come under fire for not having any blacks on its
board. A U.S. Department of Education order requiring the
state's higher education system to eliminate vestiges of
segregation pointed out that governing boards at both
Clemson and USC had no blacks on them.
Black leaders should blame themselves for their lack of

fight for the seats, they aren't going to get them. And because
none of them was willing to express a desire for the seat, the
Legislature didn't even have a chance to elect a black to the
board.
The Legislature should have seized this opportunity to elect
a black to USC's board as a show of good faith effort to come
into compliance with the federal order. If no black expressed
an interest in the Seat, perhaps the Legislature should have
tried to recruit qualified black candidates to fill the slot.
All of this is not to say that Cecil Floyd, who was elected to
fill the seat, is incompetent or not qualified to serve as a
member of the USC Board of Trustees. Certainly his
background and experience as a surgeon in Florence will

medical profession. It just seems a shame that the
legislature missed this opportunity to put a black on the
board.

think any one can expect Rick Grant to answer. Undoubtedly,
Mr. Henry is unfamiliar with the idea of
presenting an argument based on rational principles. I do
not believe he has any, but his letters reveal that he is |
expert at attacking the character of any one he disagrees
with. This is typical of jingoistic nationalists.

In his anger at not being able to come up with any good
reasons why we should be in El Salvador he chooses to
pretend that what we are condemning is the use of human
emotion in rational arguments.
What we are condemning is mass murder perpetrated
with the support of our government. What we are condemning
is militarism. What we are condemning is
dishonesty at the highest levels of the State Department.
What we are condemning is the waste of our resources on
war.
if these words trigger your emotions then all that proves
is ihat you are not bored at my arguments. If you disagree
maybe you will become angry at me. If you agree with the
content of the argument, hopefully you will become
angry at the Reagan administration's policies. That is the
intention.

An incident occurred
today, (Wednesday, April 8),
