The state Commission on Higher Education's Business and Finance Committee and Health and Medical Education Committee recommended Jan. -9 the establishment of a Trustee Board on Medical Education. The board would be composed of three members each from the USC Medical School and the Medical University of South Carolina in Charleston, plus two voting members and a chairman representing the commission. THE PROPOSED board would review all budget matters and new program requests before referring them to the individual boards of the two schools and to the com mission. The board would replace the Dean's Committee on Medical Doctor Education, created in 1976 and composed of officials of the two medical schools. The commission requested Jan. 13 that both schools respond to the recommendation, which will probably be considered at a commission meeting Feb. 5 in Charleston. The full USC board is not scheduled to meet until Feb. 11. "The (USC) board wishes to remind the commission that it was created as a coordinating body for higher education in South Carolina, not as a superboard, and has no power to enter into the day-to-day governance of any state educational institution," the response read. I)R. RODERICK MacDonald Jr., USC Medical School dean, was at the meeting to show his "unalterable opposition" to the proposed board. He told the committee there was no need for the new board. MacDonald believes the board would be "cumbersome" and would "interfere in the function of the School of Medicine." In other action, the executive committee passed a recommendation that the board act to appeal the higher education commission segregation ruling now facing USC. USC and eight other state universities and colleges were given two months to submit plans for ending the "vestiges of segregation" in higher education. USC PRESIDENT James B.
