But Athletic Director Jim Carlen described the department's financial situation as "very tight" and suggested a $4 increase in student activity fees to maintain the school's athletic programs. "We've reached a saturation point," Carlen said, and there are "no other places to get revenue from. Students are my first concern," he said, but additional revenue is needed from them. The USC administration opposes the increase, said Chip Gray, a university spokesman. The athletic department will be reimbursed $500,000 when bond sales are approved by the state Budget and Control Board. Construction will not begin until the bonds are issued. The bond sale date will be determined by the Budget and Control Board and the Joint Bond Committee of the Legislature. Drs. Donald Weatherbee and Robert Jordan of the Department of Government and International Studies participated in the debate. Jordar argued that U.S. power is not declining, but that th( definition of power is changing. Weatherbee said it is ironic that the topic even demand! consideration since a decline in power already exists. Weatherbee defined power as "the capability of the Unite< States to influence the outcome of international events in thi direction desired by the United States. He said dii> integration of U.S. power is illustrated by ai army unable to fulfill its duties, the deteriorating economi* situation, and the "crisis of confidence" among U.S. allies. The inequality of world power is destabalizing the in ternational environment, Weatherbee said. He said the United States must protect its values and th balance of power, which he defined as a system which allow nations to minimize their insecurities. Jordan argued that the traditional assessment of power which is measured by the size of armies and the number c weapons,is no longer true. Quoting Secretary of State Ec mund Muskie, Jordan said there is "a new dimension c natural security" which includes the environment, natur? resources and ooDulation. He said the expansion should be completed foi the 1982 season if construction begins by March 1,1981. When the expansion is finished, the stadium will sea' 79 oon with 5.000 additional seats for students. Carlen saic after the expansion, the athletic department will receive $300,000 a year from the one dollar tax on each seat. But Carlen said without the increase, he could not run th< program effectively because of inflation and other expenses Carlen wants the fee increase to be implemented by Januar 1981. There might be a delay if the issue is not considered at th Student-Trustee Liaison Committee meeting today, Gra said.
