"There were four blacks on the force when I joined. I think there are 13 now," he said. Chavis spent 22 years as an Army military policeman before joining campus " police. He said 90 percent of the police had military backgrounds when he started. "Now there are younger officers in the department," he said. "That's good. That's what it needs?young ideas." Because of USC's centralcity location and its large population, "any type of crime can take place on campus that can happen in a city," Chavis said. "We even had a murder before I left. "THEFT HAS increased on campus over the years. The major problem is inadequate prevention," said Chavis. "People leave bikes unattended and doors open, giving criminals ine chance to steal." Student attitudes toward campus police have become more uncertain, Chavis said. "They used to look at us as they viewed their parents-we were there to help them.
