After some last-minute compromising
in a conference committee
at the state General
Assembly Friday, legislators
authorized a $2.5 million addition
to a capital improvements bond
bill for proposed upgrading of
computer services at USC.

Rep. Bill Campbell of Columbia
had proposed earlier a $5.5 addition
to the bond bill to replace the
USC computer, but the Senate,
later lowered the figure to $1.75
million. Finally a joint House and
Senate .conference committee
settled on $2.5 million,
In order to get the money, USC
will still have to get approval from
the state Budget and Control Board
and Bond Review Committee when
the legislature reconvenes.
Sen. John Drummond of
Greenwood, who filibustered in an

authorization, believes Rep.
Campbell should have gone
through the Computer
Management Systems division of
the Budget and Control Board. The
division, which serves in an advisory
role to the board, would

Drummond said.
Drummond said Campbell's
proposal was added to the bond bill
late in the session and information
on USC's computer was
unavailable. "Who knows whether
they need it or not?" Drummond
asked.
Rep. Norma Russell of

DRUMMOND SAID that
Campbell knew "well in advance
of the need for a computer appropriation"
and deliberately
waited to introduce his proposal.
Campbell said he introduced his
idea a week before the legislature
ended its session Friday because it
was the only avenue left to deal
with the need for computer services
funding.
Campbell added that final
budget decisions are up to the
General Assembly, not the Budget
and Control Board. He said of
