" AT WATER SAID Bush, the surprise winner in Iowa caucuses and whom he considers Reagan's top competition, must win South Carolina in order to show that he has some Southern support. However, winning this primary is "not as crucial for Bush as it is for Connally." Atwater's strategy for garnering votes for the former California c gwfefflw is marm whm ytthe prioritizing of voting precincts" in South Carolina. Atwater explained that he reviewed South' Carolinians' voting habits in the four major general elections this past decade and selected 500 voter precincts, from a total of 1,600, in which to target a massive telephone campaign. These 500 precincts are those in which a Republican candidate for office won 50 percent or more of the total votes cast. "I feel that 71 nercent of thp tntnl vnt#? in thic primary will come from these precincts," Atwater said. Atwater has obtained computer lists of the names, addresses and telephone numbers of registered voters in those precincts. Atwater has not ignored the other 1,100 precincts, however. He says voters in other precincts will be exposed to Reagan through radio and television advertisements. THE GENERAL elections Atwater reviewed were the L978 U.S. r Senate race, the 1976 presidential election, the 1974 S.C. gubernatorial election and the 1972 presidential campaign.
