Previously, Broom and Clark were held at the Watkins Pre-Release Center in Columbia. THE PRISONERS have been under minimum security since their sentencing Sept. 7. The work-release program is standard procedure for first offenders who have committed non-violent crimes, McCuen said. Broom was sentenced to three years in prison and Clark was sentenced to one vear. According to McCuen. this makes Broom eligible for parole in one year and Clark eligible in four months. This parole eligibility also qualified Broom and Clark for work-release. The South Carolina Corrections Board established the guidelines for the work-release program si x months ago, said McCuen. Under this program, prisoners work during the day and report to their release centers at night. At the Campbell center, Broom and Clark must pay the state $5.00 a day for room and board. They will be under minimum security while in the program. lu.riiTI?\t QAtn *!*?* mm .i: :_i irivvuciii a/1117 uic men arc ut&cii iu uicu icspecuvc juus li the mornings and returned to the release centers at night. A the Campbell center, Broom and Clark will not be placed behin< bars, but will live in a dormitory-like atmosphere. They are no considered security risks, said McCuen. The main reason for the work-release program is to preven overcrowding of persons and to save money. McCuen sai< housing costs for a single prisoner in maximum security in stitutions total $4,000 a year. Work-release programs eliminate this cost by returning convicts to productive lives while they ar< serving their sentences. "For first offenders, it is ridiculous to waste taxpayer': money. Broom was not considered a dangerous offender (b; both the corrections board and local authorities) and wai therefore placed on work-release as soon as space was available in the center," said McCuen.
