C, By BETH HILL Editorial Page Editor The Carolina Research and Development Foundation (CR&DF), a non-profit land buying and selling corporation affiliated with USG, doesn't have to get prior approval from the USC Board of Trustees for each piece of property it buys. The foundation doesn't always have a definite purpose for the property. If the foundation had carefully thought out its decisipn to buy the land, these people wouldn't have had to leave their neighborhoods. Now it appears that they moved for no reason. Another example of questionable judgment by the foundation was the purchase of the Senate Plaza in 1979. A board member said the building was bought because it was offered to iinivorci>?i of ? Anyway, it's obviously an example of poor long-range planning. Since its creation in 1965, the foundation has done more than $8 million worth of business. $8 million! This is a substantial amnunt nf mnnmi to be investing in land, much of which isn't being put to use. T. Eston Marchant told' The Gamecock (April 18) that the university doesn't need to expand anymore, so the board of trustees issued a "cease and desist" order to the foundation in March. At least CR&DF can no longer buy land for USC-this will stop the speculation for a while. Marchant said the I 1 ? ? uuaru wouia reevaluate the foilndation before deciding whether to permanently stop it from buying property for the university. CR&DF has served a viable purpose in the past-buying land for the university incognito because overt interest by the university could have raised the price of the land. But the objective of CR&DF no longer exists if, in the words of Marchant, "the university doesn't need to expand anymore." So the board of trustees will have a difficult time explaining why CR&DF should continue to be a land speculator if it decides to remove the "cease and desist" order in the future. :ulinity ? it.
