Legislation to reorganize the S.C.
Commission on Higher Education
would provide that no member of
the commission be a representative
from an institute of higher
learning.
BOARD CHAIRMEN from
colleges and universities
throughout the state would lose
their seats on the commission as a
result of the legislation.
Sen. Robert C. Lake, D.Newberry,
introduced the bill to
reorganize the commission and
give it more authority over
programs at colleges and
universities for nearly two years.
Lake said he believes the present
practice of having representatives
of those institutions on the commission
creates automatic conflicts
of interest.
USC'S HOARD chairman, T. S.
Marchant said, "It has not yet been
formally decided whether or not
board chairmen will lose their
seats on the commission.
Under Lake's plan, Marchant
would lose his commission seat.

passed a resolution which would
allow the representatives from
colleges and universities to remain
on the board, but they would be
unable to vote in matters concerning
the schools they are
representing."
"The Lake legislation will hsup
an impact on the higher education
commission and I think that the bill
will be improved if the board

use PRESIDENT William H.
Patterson said that the commission
was organized about 10
years ago "to coordinate a master
plan to fulfil the ambitions of
schools to achieve better
education."
Patterson said that the commission
approves any programs
and funding for state-supported
schools.
Patterson would not comment on
I^ake's bill.
The lake legislation, passed the
Senate last year but died when the
General Assembly adjourned.
Similar legislation has been
reintroduced in the House this
session.
