The committee was established to study the problem of refuse in the oceans and to help the United States formulate an international policy stance on the problem. John Vernberg, director of the Belle W. Baruch Institute for Coastal Research and Marine Biology at IJSC will be a part of the committee which will serve as a scientific advisory group to the state department. "The sea at one time was thought of as a bottomless pit. But that's proved to be just not true," Vernberg said. There's a limit to how much refuse can be heaped into the oceans.
