Brunton said the block of Bull Street between Green and Blossom Streets would not be opened until after Christmas. He said the administration may decide to close the street permanently since the street is under USC's jurisdiction and not Columbia's. Two radical proposals were made at the hearing. It was suggested that students physically close Green Street by crossing the street en mass, similar to the demonstration three years ago. Brown asked whether the University could buy Green Street from the city. Brunton said a precedent for such action has never been taken. Brunton described the hearing as "very healthy" and urged students to come up with a "specific approach" to be presented to the city council. No federal guidlelines on intramural activities By ANDY THOMPSON Gamecock Staff Writer Federal health and safety regulations for students participating in college intramural programs are nonexistent, according to Dr. G.N. Nifong of the Department of Health Education and Welfare (HEW). "I don't know of any regulations on a federal level," Nifong said from Atlanta, Ga. HEW's office. Nifong said South Carolina operates its own healih programs and does have certain requirements of people in accupational settings. Those laws would probably apply to faculty memliers at USC, but would not cover students, he continued. HEW does not establish health and safety regulations because they are primarily concerned with research and consultation, N HE ADDED. There are regulations placed on federally-funded colleges and universities concerning sex and racial descrimination in programs such as intramural. "In effect an institution (college) is not allowed discriminate in its intramural because of race or sex," said Ed Odom, and HEW equal opportunity specialist with the Atlanta office of civil rights. When asked if HEW's educational department had any regulations pertaining to student health, he said "This a civil righ~ts section and we have nothing to do with controlling the rules of the game (intramural games)." Their lone responsibility is to make sure that various programs in federally supported instituten are not allowed to discriminate on the basis on sex and race, Odom added,, "I don't think an outside agency should direct our internal operation," USC Director of Intramurals Robert C. Dalrymple said. His responses came when asked whethea HEW should have regulations covering USC intramurals. Dalrymple concluded his statement by saying that the present rules and regulations overning intramurals "are suficint)
