Of The Gamecock staff A Commission on Higher Education funding formula for 1976-77, approved this past week, contains key changes for USC, President William H. Patterson said Tuesday. Under the new formula, the definition of a full-time equivalent doctoral student will be changed from six to nine credit hours. The $150 research allowance for full time graduate students will in crease to $250. Student teacher ratios wili be changed, although Patterson declined to say how great the change would be. Patterson said the new formula is definitely a change for the worse but that his office did not receive a copy'of the formula until Monday and had not had time to analyze it completely. T. Fston Marchant, commission member and chairman of the USC Board of Trustees, said he disagrees with the formula's recommendations. He said the change in the definition of doctoral students will cost USC $6.3 million. Patterson and Marchant agreed that the increase in graduate student allowances would offset some of that loss. In 1840, USC was named South Carolina College and covered only the Horseshoe area. Mould has been a major force on the committee to re-establish South Carolina College. Mould believes there is no intellectual center on this campus, thus creating an apathetic attitude ng Formula $6.3 Million student fees from appropriation recommendations. The com mission, however, is seeking the advice of the Council of College Presidents as to whether the practice should be changed. Marchant contends a recent USC tuition increase would be negated by the practice. Marchant called the changes a setback for USC's graduate programs. Assistant Director of the Com mission on Higher Education, William C. Jennings, said the formula is nothing more than a basis for submitting ap propriations reqtiests in the fall. He said funding for special programs is not included in the formula but is decided on the basis of each school's particular needs. "This is only a guide to present to the Budget and Control Board. It can be changed by the legislature or at a number of points," he said. "This is a uniform method of computing a budget in such a way that all state institutions get fair treatment," Jennings said. "We don't intend to form an ex clusive corner but, instead, want to provide a place for comfortable meetings between faculty and students." Mould said many schools resembling Carolina as centers of social and athletic activities have established such a setting. He said there is no reason why Carolina cannot follow the example set by the other universities. A major argument, of the Committee on Curriculum and Program Planning for S.C. College as an Honors College, concerns university enrollment. According to the Committee's report: "Over 85 per cent of South Carolina's top academic students go to colleges and universities out of state, with a consequent drain on one of the state's major natural resources." Many of the better students who do attend USC leave after one or two years because of the lack of a strong intellectual atmosphere and the lack of a visible commitment to academic excellence at the University, the report states.
