Record b set for UQ BY MARK MORROW Of The Gamecock staff A record budget of more than $1 billion was passed by the S.C House and sent to the Senate foi approval Tuesday. Included in that appropriatior bill is USC's request for funding . during the-coming year. USC requested $55,440,150 to operate for the year. but the House Ways and Means Committee cut the funds tc $46,703.085. The South Carolina Commissior on Higher Education has an ap propriation formula. for the "equitable sharing of the state taxpayers' support for South Carolina's public colleges anc universities." The formula has 11 basic steps according to B.A Daetwyler, USC Vice-president foi Finance, and takes into account such things as the number of students, the number of student hours taken, the number of teachers needed and the money needed for general operation. The first step estimates the number of student credit hours to be accounted during the fall 1975 semester. The second step divides the undergraduate credit and the professional (law) credit hours by 15. The masters level is divided by nine, and the doctoral credit hours by six. The next step is to find the number of Full-time Teaching Equivalent teaching positions required and then divide the number of students at each level (undergraduate, masters etc.) anc in each academic area by a student-faculty ratio. After this is computed, faculty salaries are computed. Basically. the number of teaching assistants required, according to another ratio, is multiplied by $6,149. Regular teaching faculty are multiplied by $15,375 for the mair campus. The next money allocated is for operating costs. This includes payment of salaries for deans department heads, secretaries and clerks, non-teaching graduate assistants, supplies, equipment travel and telephone, etc. Step six adds 10 per cent of th total Instructional Costs to cove libraries, Including acquisition and operation. This is calculated by adding the average of the last three years expenditures for operation and maintenance of the physical plants, including repairs and renovations, plus 10 per cent to compensate for annual inflation. To cover general administration, student services, general in stitutional expense, organized activities related to the education department and extension and public service, 26 per cent is added to the total Instructional Cost. When steps 4 through 8 are added together, the basic Educational and General Operation cost is determined. The cost of the five steps is 44,074,703 after the House Ways and Means Committee cutting. Steps 10 and 11 estimate the revenue coming in from student fees, or revenue for sales and services and income from federal or local governments to be I received. This figure is subtracted from the Education and General Operations figure. A little more than $2 million remains. That money is spent on special funding projects. For example, the Law Library requested $300,000 and the medical school requested $391,213. A research project of the Bureau of Government Research requested $40,000 and the Social Problems Research Institute requested $50,000. When all those figures are added together, the requested funds come to $55,440,150. Daet wyler said the figure his office projects does not miss the actual expenditures and student enrollment by much. He said if they miss the mark, there is a remedy in the act to provide for more funds. The money the departments are allowed for the year must be spent by June 30. Some departments who have money left over will spend it at the last minute because once they turn the money in, it is no longer theirs. Daetwyler said the money turned in is usually put into university maintenance. But few departments turn in money. 7 Daetwyler said there is not much a fat in the budget and not many departments have money left over.
