Joyce Hearn has never sought political office before; she is not tied to the vested interests of the established power structure. Joyce strongly believes that County Council is people's forum; for this reason she has propo. that public hearings be held on each importan decision facing Council. Joyce knows that in order for the people of R. Co. to know who is behind Council decisions, each of these decisions will have to be made at open, public meetings. Joyce Hearn stands for progressive reform in Richland County. As a business woman who has been intensely involved in civic affairs, she knows /~ I that it's going to take more than money to solve Richland County's problems. It's going to take positive reforms and affirmative action. Joyce Hearn is a business woman who wants to put business know-how back into the business of government.
