letter of the law.
In taking the matter to court,
Putnam stressed his object was not
to "deliberately harass" the Afro
American club. He said, as a
senator, he wanted to clear the
matter and felt a hearing before
the court, if the court decides to
hold one, would be helpful in
clarifying the situation.
In addition to the apparent
confusion over Afro's membership
policy, there is also concern over
its indiscreet handling of past
funds.
According to Paul Simoneau,
chairman SAC, last spring the Afro
American Association spent
money not given to it. As
Simoneau recalled, the Afro
Americans had spent $178 on
sporting goods. Since they were

actions and to pass acts and
resolutions in regard to University
matters. Such matters would
include appointments, promotions,
budget requests and distribution,
courses and curriculum, discipline
and the resolution of grievences.
The President and the Board of
Trustees would retain a veto
power. However, the council may
overrule the President but the veto
of the Trustees is final.
"The Trustees are charged by
the state with the responsibility of
the school and a complete shift in
power is impossible." Brown
explained. "But the university
community should be fairly
represented on all levels and the
Council would do this."
SGA President Leigh Leventis,
has voiced some apprehension of
convincing the Faculty Senate and
the Board of Trustees.

not allocated money for this
purpose, the SAC refused to pay
their bill. Whoever signed that bill,
Simoneau said, "would have to pay
for it-if they can be found."
The SAC is also uncertain what
happened to the $1,400 the Afro's
were supposed to have earned last
spring. Simoneau said this money
was expected in dues to the
organization and from revenue
collected during Black Week.
So far, there is no official report
where this money went. Robert E.
Alexander, Dean for Student
Activities, said he has asked the
President and the Treasurer of the
Afro American Association to
explain how these $1,400 were
spent.

ficulties with them because the
move from our present form of
government to the Council system
is such a liberal move, there is
bound to be opposition," Leventis
said. "The concept of the
University council has worked at
other colleges, it can work at
Carolina, too."
Dr. C. M. Gittinger, secretary of
the Faculty Senate, he said the
biggest problem with anything new
is student interest and par
ticipation.
"In the past it has been difficult
to get students interested and keep
them interested in things. Student
representation as a liason to the
student body has been a failure,"
he said. The University Council
would have 27 voting members.
Nine will be students, nine faculty,
and nine administrators. It will
serve as a communication center
to all levels of university life,
Leventis said.
