The most recent closing came during a frog strangler last week, when the drains installed under the pedestrian walkway proved inadequately to handle precipitation run off. Water backed up and formed a puddle some three feet deep, blocking Pickens Street to through traffic for about an hour. According to the National Weather Bureau, Columbia received one point one inches of rain on the day of the flooding. Harold Brunton, vice president of operations, is aware of the problem on Pickens Street, but was unable to give any conclusive answers. "We know that there is flooding, but we don't know whether it's because of inadequate drainage pipes or H plat., arn and plaii The Green House 2612 Sumi C1eare SAl because the pipes may be stopped up," Brunton said. He added that he was not sure if the con struction on Gibbes Green was adding to the problem. The South Carolina Highway Department is responsible for the repair and maintenance of Pickens Street and Brunton could not comment on their activities. A highway department spokesman said that construction ltO en 011 Ouse ioeos, arbs, t suplis Devine St. 256-4474 ne Eince ZO --/0 UNIVERSWfY,g q p ans a provided for adequate drainage and that "the drainage is presumably enough to handle g normal run-off--of the non-flash p type."
