The present system seems to be
the most workable, according to
Key. He said the system could
not be improved or made more
fair by the reduction of fine
prices. "50 cent parking meter
fines would be meaningless, we
would lose all control and the r
result would be far less desirable
enforcement procedures," Key
said.
With all its faults, the USC r
system of traffic regulation is f
not all that bad. As they say, "it t
could be worse." For example, if V

according to Key.

student then you would have to
remember what zone you are
allowed to park in and what days
you are allowed to park there.
You would be subject to a
five dollar fine if you disobeyed
raffic light. If this one law was
put into the USC regulations
the fines collected could
)robably pay for a new parking
arage. At Ohio State the of
