Responding in a press con ference to Sen. Robert Clarkson's accusations that the use of student activity fees for political and charitable purposes is illegal, McKinney said, "In checking with the state attorney general's office, I found no legal prohibition against using nonappropriated funds for lobbying, which Mr. Clarkson has Courses Students face a shortage of seating space in some courses this spring, according to Associate Provost Nicholas P. The student government is a member of the National Student Lobby (NSL) and the South Carolina - State Student Legislature(SCSSL). McKinney said that funds spent for SCSSL are for delegate use and not lobbying purposes. The SGA participates in the NSL for the sole purpose of gaining information on new projects and programs that could be initiated at USC, McKinney said.- Although this organization may use funds to lobby, it is done on a non partisian basis. Concerning the use of student funds for charitable purposes, McKinney said the $500 allocated to Carolina Cares was used to sponsor the project and was not a charitable donation. According to Eileen Berlin, who wrote the original pre-enrollment proposal for students in their major fields on a university-wide basis, all department heads are cooperating to see that enough courses with sufficient space will be available to students for the spring semester. The bill, sponsored by Sen. Steve Burnette and the Reapportionment Committee, is set up to reapportion the student senate as is required every three years by the SGA Constitution. This bill differs radically from. those of the past, as it proposes to have off-campus students represented by senators who are elected according to their academic school, such as education, journalism, arts and letters, etc. On-campus students will cntinue to be represented by dorm location. Also included in the bill are provisions for a general increase in the number of student senators, with off-campus students gaining most of the additional seats. In last week's session, the senate passed a bill "To more specifically define the District Court of the Student Judiciary." The bill proposes that the student district court's original jurisdiction shall include "all visitation violation cases arising under the Code of Student Conduct" other than those going to state and local civil and criminal courts. In upcoming weeks the senate will be considering these and other bills: --a new bill to allow students to store bikes in dorms subject only "to local dorm governmental policy." --a bill to allowstudentsto keep in dorms any size refrigerator as long as it complies with "wattage and ampage regulations set by Housing." --a bill "such that no student will be assessed a fine for room dam -,ages until after the repairs have been done" (by Housing Office). --a bill, sponsored by Sen. Robert Clarkson, "to deny student government participation to those who do not pay the $1A.50 Student Activity Fee." According to Clarkson, the bill would effect more than 80 per cent of USC graduate students. Kohoutek Makes Debut The long-awaited Comet Kohoutek will make its debut in the Columbia area this week. Though expected to be visible in some areas, it probably will not be visible with the naked eye in Columbia proper or northwest Columbia until after Christmas. The appearance of this celestial body will be followed by two spectacular star shows around Christmas time, including Skylab scheduled to shoot-across the sky on Christmas Eve. The comet, which turned out to be not so bright as some astronomers had predicted, will be most easily visible this week around 6:10 a.m., 10 degrees up from the horizon and slightly east of southeast. The comet at this time will look like a star or "faint fuzzy ball," since the tail is not yet -visible.
