Effective Sept. 1, the fine at all five USC libraries has jumped from five to ten cents each day a book remains overdue. Kenneth E. Toombs, director of libraries, believes this is the ultimate step possible in reducing the number of unreturned books. We have no level to get students to return these books except to raise fines, Toombs said. Toombs noted that only about five percent of the users of the libraries would be effected by the increase. The libraries send out an t average of 1000 overdue noticesa week. Three notices are sent r before the students name is given D to the Treasurer's Office for disciplinary action,.
