Nev International BONN, Germany - Demonstrators destroyed Bonn's city hall Tuesda to protest South Vietnamese President Nguyen Van Thieu's visit President Gustav Heinemann. Heinemann asked Thieu to treat political prisoners fairly and advi him to take the four-day protests seriously. Demonstrators accused Thieu of "barbaric tortures" and critici Heinemann for seeing Thieu at all. Unprecedented security measures were employed for Thieu's stopo before he returns to South Vietnam. Also on his calendar will be visit South Korea and Formosa. National WASHINGTON - President Nixon's veto of $120 million grant to help small towns build water and sewer systems was upheld by the Ho Tuesday. This represents the second major blow to Democratic efforts to tr; repass more than a dozen spending authorization bills which were poc vetoed by Nixon. Their first failure occurred when they were unable to insure passag a vocational rehabilitation bill. Nixon praised the House vote of 225 to 189 which prevented the b passage and the "firm stand in favor of the American consumer taxpayer."
