And for the first time they stressed the potential medical uses of marijuana for treatment of glaucoma, migrane headaches, depression, etc. In releasing this report, N.I.M.H. Director Dr. Bertram Browm said he now favored the elimination of all criminal penalties for smoking marijuana. Further support for the position that marijuana dot,s not present an unacceptable risk to society derives from a number of sources. Following a research project at Bos ton University concerning the effects of marijuana, Drs. Norma E. Zinburg and Andrew T. Weil concluded that the near absence of physical effects from smoking marijuana "makes it unlikely that marijuana has any seriously detrimental physical effects in either short-term or long-term usage." Dr. Lester Grinspoon, Associate Professor of Psychiatry, Massachusetts Mental Health Center, (author of Marijuana Reconsidered) says: After an exhaustive review of the litera ture, I have concluded that marijuana Is a relatively safe intoxicant which is not addict ing, does not in and of itself lead to the use of harder drugs, is not criminogenic, and does not lead to sexual excess. The evidence that it may lead to personality deterioration and psychosis is quite unconvincing, and indeed there may even be some Important clinical utilities for some cannabis derivatives...The present approach (of legal prohibition) is unrealistic, overly punitive, even often barbaric, inequitable, ineffective, and frequently counter-productive
