04 insatiable. The militarized society is a sterile society. Because it turns human and material resources into in struments of death and consequently neglects the problems concerned with the quality of life, and because, in the process, it either suppresses or buys barrenness. "Our problem is essentially one of uncontrolled power which, in the manner of all bureaucratic bureaucracies, governs in its own interest and in accordance with its own parochial view of the world. It is the problem of a vast bureaucracy going con siderably beyond the Pentagon, embracing the in timately associated industries where increasingly the line between what is public and what is private can't be distinguished; and to all its outriders and intellectual allies in the Department of State and the intelligence agencies, including members of the congressional Armed Services Committees. The principle instrument of power of this bureaucracy is fear. It is fear that gave it this enormous power and autonomy in the 1950's and early 1960's. This fear caused us to consolidate and delegate power -- in THE COLLEGE OF EARLY LEARNING /U UPON Al IN OUR S 368 Applications for admission are now being accepted by the College of Early I.earning. Since this power was born in an age of fear, it will be curbed only as we resist fear; only as we resist the temptation to scurry for cover when anybody talks about communism; only as we look upon the world, communist and non-communist, with a certain calm intelligence." John Kenneth Galbraith (The Progressive, June, 1969) "President Kennedy once confided to a close friend whom he had appointed Under-Secretary of the Navy that a military coup along the lines of one described in the popular novel "Seven Days in May" could happen in his administration if, for example, the Bay of Pigs fiasco were ever repeated. Despite the frequency of military coups in the modern world, a seizure of government by the military in the United States seems remote. He must negotiate with them. For example, as Elizabeth Lrew of "The Atlantic" has revealed, the Joint Chiefs of Staff exacted a price from President Johnson for their agreement to support the cessation of the bombing over North Vietnam. They insisted upon taking the bombs they had counted on dropping on the North and dpmping them on the South and Laos. There is a deep fear pervading the civilian leadership that the military, if sufficiently provoked, might pit their professional credentials against "politicians' in a public confrontation." Richard Barnet (from "The Economy of Death" -- Atheneum) "More and more our economy, our government, and our universities are adapting themselves to the requirements of continuing war -- total war, limited war, and cold war.
