and Spartanburg SMSA's averaged an 8.6 per cent

Nationally. earnings of persons engaged in
manufacturing rose less than I per cent from 1969
1970 with manufacturing accounting for one-third of
the total income. But in the South Carolina areas
earnings of manufacturing rose about 5.5 per cent.
"Most other major income flows in the South
Carolina SMSA's." Pukh said, "were at or a little
above the national average."
He explained that Charleston's income increase of
5.9 per cent was the smallest of the four South
Carolina cities mainly because of cutbacks in federal
payrolls. "In Charleston." Pugh said, "there was a :3
per cent decline in federal payrolls which stemmed
from a $23 million decline in military payrolls."
Meanwhile, the average increase of the eight
SMSA's in North Carolina, according to Pugh, was 8.7
per cent. as compared with South Carolina's average
gain of 8.6 per cent.
