Upcoming
Thirty bills, ranging f r o in
abolishment of capital punishment
to changing the marriage laws of
the state, will appear before the
State Student Legislature when it
convenes at the State House No
vember 30-December 2.
About 175 student legislators
are expected to meet for the fall
session. The legislators are repre
sentatives of 22 S. C. schools with
an overall enrollment of 150,000.
Delegates will include senators,
representatives, o f f i c e r s, ap
pointees, and guests. New addi
tions to the governmental body are
Supreme Court and United States
senators and representatives.
Student Legislature is based on
the General Assembly of South
Carolina, modified in order that
proceedings may be carried out
within time limits.
The legislative body, which has
been termed "a training ground
for future politicians," dliscusses
bills of state importance, and(
votes on them. Student Legisla
ture bills are sometimes actually
enacted later by the General As
sembly. This is encouraged by
the Student Legislature Journal
which is printed after each ses
sion and dlistributedl to state legis
lators.
"Our organization is based on
the idea that college students will
soon be leaders," said Glenn
S m i t h, legislature lieutenant
governor and a Law School stu
(lent at Carolina.
"We want to interest people in
the practical operation of govern
ment to understand the p)ressure
that politicians feel and to en
courage people to run for public
off ice," he continued.
Student Legislature was created
in 1955 to give college students a
voice, and is the oldest of three
opterating in the United States.
Other states with similar organi
zations are Pennsylvania and
North Carolina. The priogram in
this state is sponsored by the Elks
Club.
Delegates are chosen in open
elections in some schools. (Caro
lina delegates are picked by the*
Student Senate, with recommen
dlations coming from the Student
Legislature Committee.
Proposed legislation for the
1961 session includes heills to
abolish state capital punishment,
to create a dental college in the
state, to allow women to se'rve on
juries in South Carolina courts,

Increases
Membership
The University chapter of Young
Americans for Freedom, conserva
tive student organization, has grown
to a membership of about 80 In the
few months of its existence.
Archie Wilder, chapter chairman
attributes his conservative viewpoint
largely to "National Review," a
magazine edited by William F.
Buckley, Jr., which advances the
cause of conservatism.
Other officers of Young Ameri
cans for Freedom at USC are Ben
Boyd, vice chairman; Betty Ken
nedy, corresponding secretary; Eddie
Hightower, recording secretary; and
Larry Allen, treasurer.
The group opposes strong cen.
tralized government and federal aid
to education. Its leaders define a
conservative as one who believes in
the dignity and integrity of the
individual.
National objective of Young
Americans for Freedom is to achieve
political primacy and to foster a
conservative climate in local affairs.
An active rather than a passive
foreign policy, and education of the
people against th e Communist
menace are two special goals of the
group.
"In effect, the United States is at
war against Communism," Wilder
said. "Forty years ago, Communism
was just a gleam in Lenin's eye, and
we'd like to reverse the trend."
The USC chapter leaders credit
Sen. Barry Goldwater with "bring
ing conservatism back into respect
ability."
Requirements of membership are
American citizenship, age under 39
years, and agreement with the
Sharon Statement, an outline of
YAF beliefs and purposes.
Members are classified as active
and associate. Associate members
are those older than 39 years.
YAF leaders say the times and
issue at stake will develop their
program and guide their future
activities.
