Intere For Ef By COOKTE ORUM Staff Writer "It 'isn't raining rain, you know, it's raining campaign .cards. . . ." Time for that mad rush to the polls in which every loyal Carolina student partici pates each spring. A word to the wise; don't everyone run at oncel Seriously, Student Council has been very active this semes ter and has revised the student government constitution. This week I am asking you to get a copy of the constitution, read it, and then see if your opinion agrees with those In my column. The questions asked were: What is your opinion of the new stu dent government?" and "do you think that there is an overall apathy on the part of the stu dents in support of student body functions?" . The first two branches of government (executive and legislative), which have been presented and dis cussed by council, show the ef fect of a great deal of time and thought on the part of council and the members of the constitu tion revision committee. "Some of the significant changes which I feel will Jm prove student government awe as follows: 1) The vice presi dent,' coming from the student body at large, will take a more active and influential part in student affairs, leaving the president with more time avail able for his specific duties. 2) An attorney general will be elected from the rising senior class of law school to provide 7as a Teen-age Dwvarf","The Many es of Dobie Gillia", etc.) IMENT OF RICHES" gstaff Sigafoos, head of chemistry College of Science and Palmistry, maith. "The size of the legislative branch will be reduced, while still maintaining proportional representation for all schools This reduction in size will caus more consideration to be places on each candidate's qualificationi and should assure capable and competent representation. Amonj other increased powers of th4 legislative branch will be that o: required ratification of all pres idential appointments. "The new constitution is a yet incomplete and untried. Th real test of its effectiveness wil lie in the manner in which it i utilized and will hinge on th precedent set in the first use o its provisions. It, however, rej resents still another stride t< ward accomplishing a more pui poseful student government. "No, I do not believe that there is an overall apathy on the part of- the student con cerning student government and its activities. An important factor to consider is the number of mar ried students, veterans, grad uate students, and others who have either part or full-time jobs, wbo do not have the available time to participate In extra-curricular a c t I v I t i e s. Then, also, there are those stu dents who work behind-the scenes. "These are people whose names never appear before the public, but yet play -an important role in many University activities. This would include members of such organizations and activi ties as: "The Gamecock," the Garnet and Black, WUSC, Stu dent Union, IFC, Pan-Hell, the 'Y,' various church youth groups, and honorary service fraterni 9 ties, to name only a few. Each e of these, in their own way, con tribute an important part to the University and often receives little or no recognition for the services they perform. "I do not intend to congratu late the entire student body for having done the best job possible, for there is always room for im provement. Nor do I mean to de fend all of the students who do not take part n student activities However, in my opinion, I can not say there is an overall apathy on the part of the stu dents for in doing so the entire student body would be classified I as being inert and having a gen L eral lack of interpst, which I. t feel is not only unfair to those sterbrook on light of fancy! LOUISE RASHID, a fresh man, says: "After having read the con stitution, I definitely feel that the constitution committee has done an excelent job in writ ing it. I do feel, however, that the constitution should be made available to the entire student body-nowl It certainly is dis couraging that the majority of the Carolina students are un aware of student government activities. I believe that we should have student body meet ings to stimulate the student interest. "As far as student electiolfs are concerned, campaign speeches are needed! Especially in fresh man elections, I fell prey to campaign slogans, etc., because I was unacquainted with the qualifications and personalities of the candidates." BOBBY HUNT, a sophomore, gives his opinion: "I am firmly convinced that the student body's strength is de termined by the success of our student government. On occasion after occasion the administration has shown its willingness to sup port student proposals; for ex ample, we have the Arists Series, and more recently, better plans are being formulated for the handlink of registration ma terials. However, if we are to continue to progress steadily, we must solicit the support of our fellow students. We must reach that 60% of the student body who refuse to vote on election day. "It is my sincere belW that the revised constitution is cer tainly a step in the right direc tion. Separation of powers into three distinct branches will spread the work out over more of the elected representatives; this will give the student body president more time to cor respond with other schools, etc. In addition, the systematic con -struction of the new govern ment will offer students a bet ter understanding of the work ings of government on a state and national level. "Let us always keep in mind that the strength of our student body does not rest in the form of government, but rather in the support we give it."
