Makes Survey of Water Costs A study of the cost of water and sewer services in South Carolina municipalities has recently been released by the Bureau of Public Administration of the university. The study was compiled by Robert H. Stoudemire, political science instructor, as an aid to South Carolina city governments, and is the first in a series on municipal government. The Bureau of Public Admin istration is the research organiza tion of the university's political science department. The date in the paper was com piled from information taken from questionnaires received from twenty-two cities in the 2,500 and 5,000 population class. The report consists of a series of six tables which give the com parative rates for water, water tap fees, special sewer charges, sewer tap fees, and water and sewer charges for out-of-city customers. Realizing that outstanding water and sewer bonds are, ih most cases, factors in determining water rates, Stoudemire has included a list of cities having such bonds. List and Description In 31.sting and describig the water rates and systems of the various cities Stoudemire divides the water rates into two large categories, water used in residen tial areas and water used for in dustrial purposes. He also gives the minimum rate charged per gallon over a certain figure. Attention is given also to the types of administrative systems used in different cities. Stoude mire notes that water systems are administered by such varied organ izations as city council, public works commissions and indepen dent water service companies. Cities Included Some of the cities included in the study are: Bamberg,.Cayce, Forest Acres, WVest Columbia, Whitmire, Winnsboro, B3elton, Pelgee, Seneca, and Williamston. Also, Clover, Fort Mill, York, Cherawv, Myrtle Beach, Walterboro, Summerville, Edgefield, Newv El lenton, Kingstree, Manning, Mul lins and McCall.
