Text Board Of Trustees a Structure And Coni Medical Fee Raised To To Meet Some Of The Following is the text of the bill providing for improvements to the University infirmary. This bill passed the House of Representatives this week and is now in the Senate. Be it enacted by the General As sembly of the State of South Caro lina: P Section 1. That the Board of Trustees of the University of South Carolina is hereby empowered and authorized, with funds to be ob tained as hereinafter provided, to re pair, construct, and enlarge the in firmary at the University of South Carolina, equip and operate the same, for the enlargement of the facilities and services of the institution. The said Board of Trustees is authorized to exercise full discretion in planning the same, to make the investment self-liquidating and a, permanent source of benefit to the institution. Board Gets Power Sec. 2. The Board of Trustees of the University of South Carolina is empowered to enter into contract with the Federal, Emergency Admin istration of Public Works, or any other Federal Agency, or the Com missioners of the Sinking Fund of this State, or any other person, firm, or corporation SI SH ET ET 87 loans to repair, construct, and enlarge the infirmary at the University of South Carolina, equip and operate the same, in an aggregate principal amount not exceeding seventy thou sand dollars ($70,000), for the uses aforementioned, and to issue revenue bonds for the payment thereof, with interest not exceeding four percen tun per annum, payable annually or semi-annually, and upon terms agreed upon with the lender or lending agency and to pledge to the punctual .payment of the said bonds and the interest thereon, revenues derived from the student medical fees of the University of South Carolina, as hereinafter provided. The said rev enue bonds shall be payable solely from the said revenue and shall not be a charge upon any other funds of the University of South Carolina or of the State of South Carolina. FFFFF Of H kuthorized To Plan rol Fund Spending Fifteen Dollars In,Order Expense For New Infirmary this Act shall contain on its face a Sec. 3. Revenue bonds issued un der this Act shall be authorized by a resolution or resolutions of the Board of Trustees of the University of South Carolina. Such revenue bonds may be issued in one or more series; may bear such date or dates; may mature at such time or times; not exceeding twenty years from their respective dates; may bear interest at such rate or rates, not exceeding four percentum per annum, payable semi-annually; may be payable in such medium of payment, at such place or places; may be in such de nomination or denominations; may be in such form, either coupon or registered; may carry such registra tion privileges; may be subject to such terms of redemption before ma turity, with or witiput premium; may be executed in such manner, and may contain such terms, covenants and conditions, as the resolution or resolutions authorizing the issuance of such bonds may provide. All bonds issued under this Act bearing the signatures of officers in office on the date of the signing thereof shall be valid and binding, notwithstanding that before delivery thereof and pay ment therefor such officers whose sig natures appear thereon shall have ceased to be officers of the University of South Carolina. Provided, that if the contract for the sale of said bonis is made with any person, firm or corporation other than a Federal Agency, or the Commissioners of the Sinking Fund of this State, in that event said bonds shall be sold by competitive hid after at least two weeks' advertisement in one or more newspapcrs of general circulation in this State, with power reserved in the Board of Truistees of the University of South Carolina to require a de posit with each bid as evidence of good faith and to reject any and all bids. Sec. 5. The student medical fee. for so long a time as such bonds, ank interest, may remain unpaid are here by fixed at a minimum of seven and fifty hundredths dollars ($7.50) pet regular student for each semester, that is to say a minimum of fifteer dollars ($15.00) per student for th< scholastic year. The said l3oard of Trustees is herehv authorized in or der to secure the payment of said bonds, with interest, to pledge Twc dollars and a half ($2.50) per stu dent for each semester, a total of lf teen dollars ($15.00) per student per scholastic year, of the student medical fees. The said Board of Trustees i also authorized to plege such addi tional portion of the student medical fees over and above two dollars ai( a half ($2.50) per semester for eac1 regular student, as may he necessar% to meet the payment of the principal and interest on said bonds. The por tion of the student medical fees, as herein authorized to be pledged, shall ie paid to the Treasurer of the Uni versity an( deposited by said Treas urer in a separate account. Duties of Board Sec. 6. The provisions of this Act and of any such resolution or resolu tions shall be a contract with every holder of said bonds; and the duties of the Board of Trustees of the Uni versity of South Carolina under this Act and under any such resolution or resolutions shall be enforceable )y any bondholder by mandamus or otier appropriate suit, action or pro ceeding at law or in equity. Sec. 7. Each bond issued under been issued under the provisions of this Act and that the taxing power of the State is not pledged to the payment of either hond or interest and that both are payable solely from the student medical fees, as herein au thorized to be pledged. Negotiable Instrument Sec. 8. Sec. 9. The signature of the Pres ident of the Board and the Treasurer of the Board shall be signed on be half of the Board, an( the interest coupons shall bear their facsimile signatures. In case the officer whose signature appears on a bond or cou pon shall cease to be such member an(d officer before the delivery of such bond, such signature shall, nevertheless, be valid and sufficient for all purposes the same as if he had remained in office until such de livery. Sec. 10. If any provision of tlii Act shall be held uncoistitutional, the remainder of the Act shall not be ai fected thereby. See. 11. USC Gobs Shoot In Rifle Contest For Best US Navy Team Hearst Trophy Match Held Last Week With Best Shots Competing After completing their match for the William Ilearst Trophy last week, the Naval ROTC Rifle Team shot this week for the Naval Award that will be presented to the Naval ROTC Unit shooting the highest score in the United States. In their match last week the team was comnposed of the fifteenl best shots in the unit. The ten highest scoring cadets in the IHearst Match imade up the team that shot this week for the Naval Award. All fring in the two matches was carried out according to government regulations and under the command of Lieutenant Hall. Total score of 1243 x 2000 was shot by the team in this weeks match with each man averaging 124.9 x 200. Cadets Williams, Scharpi and Shaw came out with the best results -coring 166 x 200.139 x 200 and 148 x 200 respectively. Sims College (womens' dormi tory) was built by the PWA at a cost of $300,000, and houses 250 co-eds. 'rs
