COUNCIL ISSUES RULES OF FIRST VARSITY DEBA TE FOR PRELIMS AND FINALS Answers Petition of Joint Cor* mittee of Euphradian and Clariosophic Societies At a joint meeting of the huphradiat, and Ciariosophic literary societies held December 15':h, a committee was appoint ed to offer resolutions to the Debating Council. Incorporated in the res ooutions were certain recommenda tions upon the first inter - collegiate debate of the year. In response to the resolutions, the Council issued a sta e ment ou'tlining its position. Copies of the reply were posted upon the bulletin boards. The information contained in the re ports of the Debating Council clarified certain points of the Carolina-Florida Tennessee debate, and is, therefore, re printed in this column. Provision is made for the selection of teams and for dates of preliminary and final contests. The allocation of aflirma .ive and nega tive teams is announced for the first time. Probably the most important sec tion of the statment gives the accepted interpretation of the query. The bulle tin follows: Answers Petition In answer to the petitions presented by a joint committee of the Ciariosophic and Euphradian societies, the Debating Council of the University issues the fol lowing statement concerning the Carolina Tennessee-Florida triangle debate: The subject of the debate shall be: Resolved, that the United States enter the World Court without reservation Preliminaries to select two affirmative and two negative debaters shall be held Manday, January 11th. Preliminari: shall be held in the hall of the E;uphra dian society to select the affirmative team aid in the Charlosophic halls to choose he negative teams. The Debating Council declares further that affirmative and negative teams shall be chosen at the same hour. Twenty minutes shall be the maximum time a, lowed for speeches. The decision of the judges shall be given after consultation. An alternate shall be chosen for each team by the judges. The alternates shall serve only should one of the iegular debaters be unabie to appear in the finals. Expenses Paid Expenses for the trip will be paid by the Secretary of he Debating Council, who shall issue the necessary requisitions upon Mr. George Olson. Upon February 13th, the affirmative team will debate the University of Florida at Knoxville Tennessee; the negative teai of the University will debate the University at Gainesville, Florida. In further explanation the Debating Council states tha. the query is not sole ly intended as a debate upon entrance of the United States into the Worldl Court but upon what terms (with or without reservations). The affirmative team shall uphold the proposit ion that th Unitedl States enter under the 'erms pros vidled ini the covenant oif the Court. No changes in the dlates or procedure of the prelimnnaries shall b'e effective withiout the consent oif the Debhating Council.
