Nex* year, when two more mi Us will K; nmninir, ttnsi-Mv will furnish a demand tor <* >:r=??i for home :n.iimt:ic.ui*y t.vtt will ?.va;l. benefit the farmer- of iuo surronndiujf country. Tiie-c fa.-iorie*. the w:iy, also create an additional fk.n.s'd t\?;* the farmers' products, s;k-!i vegetables and meats. Vy'e have heard fanners say t'tjot there was no use in raising .vvg; tables and meats for this market, because they could not sell them. Whether this is wholly true or no; we cannot say, but certain it is that if they will assist 12: developing cotton mi-N ami diversilied industries they ca:; .-:e!! all their products right here,, an-1 there is more profit in such things than cotton, for we have seen statistics in the .small matter of chickens and egg-?, which are annually consumed in thU country that proves their value to be more hau the cotton crop. We, therefore, hope that everybody jn the county who makes Winnsboro this market, and a great part of them dj, will subscribe to the stock of the cotton factory. The Manufactuiers' Record, in speaking of the advantage of having cotton mills in a communitv. savs: Xot only do the mills furnish employment to many hands that would otherwise be idle aud create a home market for the diversified product* ot farming:, but they enhance ihe se!ii::g price of 'he tanners' cotton by cau-iug competition against outside buyers, who, without the mills, would he the only bidders. A local market is the best market, and every new mill that goes up in the South demonstrates tin.truth of this. Southern farmers will find that the more they encourage the development of manufactures the greater will be their own profits. Thy prosperity of the farmers of that section as a class depends upon theiscrease of diversified industries, that a home market may be furnished for the widest possible diversification of farm productions. The fcroveriior's. SSessacc-. The message of Governor Ricliardardson to the General Assembly this year is full and exhaustive, giving a clear statement of the condition of < /* - rr _ t.? state anairs at present, juu ursi Handles the State debt and shows the excellent management of the State Treasurer in redeeming and refunding the Deficiency Bonds and Stock which became due and payable on the 1st of July last. His remarks 0:1 the Educational System of the State are lull of information, especially those 2:1 relation to the University, lie handles proposed establishment of a separate Agricultural College in a masterly and straight-forward manner and gives some well directed advice. In regard to the "Clemson bequest," he says: that while he would rejoice to see the State in possession of so handsome 1 property, yet he is decidediy of the opinion "that it would comport neither with her true interests nor sovereign di<rnitv as an independent Commonwealth to ba-tily-and formally accept it before the validity of the will is clearly and judicially established, and before a positive .and unquestioned ascertainment of the fact is had that the institution, when established, shall be, and forever remain, under the supreme and sole control of the State.". He also reviews the past year's management of Clallin University, the Institution for the Deaf and Dumb and Blind, the Department t f Agriculture, the Penitentiary and Lunatic Asylum. In his remarks on the Railroad Commission he directs t&e attention oe the Legislature to the "recent combination of so many of the extensive systems of our Southern railreads under one gigantic corporation,, and says it is a subject .well deserving of their impartial, thorough and careful consideration. Taken all in all the message is well considered, thoughtful and replete .with good advise. .Rotation in Court?. It would be advisable, we Think, for our Representatives or those of some one of the counties of ihe 6th Judicial Circuit to consider ihe propriety of having a change n-adc in the holding of courts in this Circuit. As it i^ now the courts always commence at Fairfield and end with York. Hence our County, Chester and Lancaster are always restricted to two weeks, while York has an unlimited time. Consequently, the three first named counties have the dockets crowded and cases go over from term to term untried. What we suggest is that the counties rotate; at one time commencing with York and wind un with Fairfield; '.hen start at Chester and wind up with Lancaster, etc., etc. In this way each will have an unlimited time every once and awhile to clear np the crowded calendars. What think our Representatives ? The Democrats carried the country this year, although they did not elect their President. Latest returns show that Cleveland has a plurality over Harrison in the country of sou:c:hi:i?r over GO.CUO votes. This shows that the Democratic party and its doctrines? are ahead in the country, and is an other evidence lhat Presidential elections shouM be based on the popular Tote, for otherwise the will of the people is not properly expressed. ?? ?o -o ?Ti;p m.ivi:-; o ' s> ;??: \v:i" ajre may be OuV: , v;!
