Lucal Hrlefi. —Gloomy and threatening weather on Friday. —Very little cotton has been brought to Winnsboro within the last two weeks. —A largely attended and very en joyable dance was given in the dining room of the Winnsboro Hotel on last Thursday night. —The sacrament of the Lord’s Sup per will be administered at both the Presbyterian and the Associate Re formed church to-morrow. —The boys don’t take to the new ordinance requiring arrests after ten o’clock. They say it looks hard to be « [Hired to explain why they are not home and in bed. —The News and Courier says of Speer: “The Southern renegade as the manipulator of juries is as melan choly an impostor as the Philadelphia dude, who tried his ’prentice hand last year.” —Winnsboro is developing quite a i\ variety of musical talent of late days. Glee clubs, musical clubs, cornet and string bands are vicing with each other in their nightly practisings, aud the very atmosphere seems “laden with sweet music.” —All parties who bought guanos from ns must settle on or .before the 1st of November, or they wii lose the cotton option and will have to pay the face of their notes in money. These cases are parts of the history of the times, aud time spent in the United States Court room in Columbia this week would not be time spent amiss. —The trial justices, not only in town, but throughout the conuty, are busy now-a-days in the trial of cases of assault and battery, petit larceny, tres pass of stock and the like. The poorer classes of our people are litigious cer tainly and nobody is getting rich by the operation cither. —Messrs. R. J. Palmer, who removed from Ridgeway two years ago to make his home near Hen derson, N- C., has sent his family back to Ridgeway, as the winters in North Carolina are too vigorous. The Doc tor will follow in a few weeks. The P uouibition Movement.—Elec tions have recently been held in sev eral towns, on the question of license or no license. In Sumter, the prohibi tion movement was unsuccessful. At Graham’s, the election resulted in favor of no license, by a majority of four. In Manning, the license party were successful, by a majority of for ty-six. The town went “dry” last year. Exouus from Ridgeway Township. —The following persons, citizens of this county, have left and are prepar ing to leave, for Florida: Mr. John Crumpton, Sr., and family, Mr. John Crumpton, Jr., aud family, Mr. Alex. Walker and family, Mr. John Hall and family, Dr. Wm. R. Sykes and family. The following contemplate leaving for Arkansas: Mr. Lloyd Dawkins and family, Mr. Burrell Dawkins aud fam ily, Mr. Win. R. Rains and family. Making a total of forty-eight persons. We understand that fifteen colored families recently left the Waterce sec tion aud an additional number of col ored people will accompany the white families above mentioned. We wish them all health, happiness aud pros perity. The New Ordinance.—The enact ment by the town authorities of the ordinance published in to-day’s issue is evidence convincing that the gentle men composing the council are thought- ful, wide-awake and progressive. The advancing of the town time to the new “standard time” was just the right thing at the right time, and this is say ing a great deal. Everybody will in a short time appreciate the groat con venience in the change thus made and mere prejudices should have no hear ing in the discussion of a question like this. The regulation in the same ordi nance requiring the police authorities to arrest and commit to the station house all unknown loiterers upon the streets after ton o’clock, who can not give satisfactory explanation, is wfe» indeed and a good precaution iu view of the recent bnrglaries iu Winns boro. 4 — ^ . i Frank Leslie’s Sunday Mag/ zineJ -The editor (T. The contents are extremely varied; there are Christmas stories, sketches, descriptive articles and poems, etc.; the editor has a char- , acteristic article, “The Coming Ser mon,” and there are contributions ia prose and poetry from some of our most popular writers. A new serial, “Wrong from the First,” by the author of “Mr. Burke’s Nieces,” is com menced; in fact the pages overflow with entertaining and edifying matter and artistic illustrations. Now is the time to subscribe, and no one could fail to appreciate, as a holiday gift, a year’s subscription to this popular magazine. Meeting of Stockholders.—The annual meeting of the directors of the Charlotte, Columbia & Augusta Rail road was heldiu Columbia on Wednes day. The president’s report states that the road still needs 114 miles of steel rail. Twenty-five miles of steel rail is now in transit and will be laifjl promptly. The president points to the great need of proper passenger accom modations at Columbia, Charlotte and other points, but says that the improve ments of the track and road-bed have absorbed the earnings. He recom mends the procurement of new cars as soon as practicable. He reports that the issue of $300,000 of bonds for the improvement of the property has not been hastened, on account of the Rail road Commission law. The operation of the leased lines is not without en couragement. The president states that the surplus earnings of the road and its leased lines have been expend ed in improvements. The inspecting committee report improvements in the road-bed aud in the track and increased facilities in appointments along the lines, but recommend greater conve niences for freights at Augusta and for passengers at Charlotte. Relatively a very large proportion of the income is derived from local business, and this is noted as a sign of encouragement. The committee suggested that the pas senger earnings might be largely in creased by double daily passenger trains, one to be a fast train from Washington to Augusta and making the time between Charlotte and Au gusta seven hours or less. This they say might restore much of the travel now going by the coast. The remain der of the report is a vigorous attack on the railroad law of the State, Sec tion 42 being characterized as “the reti^eipent of injustice and cruelty” and Section 45 as being “even more arbitrary.” The report was accepted and approved and the old officers re elected, some changes being made iu the board of directors on account of the change in ownership, WITTKOWSKY. & BARUCH, CHARLOTTE, N. Be it enacted and ordained by the Intend- aut and Wardens of the Town of Winns boro In Council met, and by the authority of the same: Section 1. That the time indicated by the town clock shall be changed so as to conform to railroad time, that Is to say the time shall be twenty-four minutes faster than real time. Sec. 2. That the police arc charged with the duty of ringing the market bell of said Town at the liour of 10 o’clock, p. m., be tween the months of October and April (both inclusive) in every year: and at the hour of eleven o’clock, p. in,, during the rest of every year. Seo 3.
