A large number of shares have already been subscribed, arid many additions fare expected with in the. next thirty days. Furnishing a depos itory for small sums of money, to be paid in at stated intervals, the com pany offers attractions to many peri* sons to save a part of thejr eariiingr, who would not otherwise do so. These savings a.ie lent out upon unquestion able security, and the profits accrue to the members, whether they he borrow ers or not. In the course of a few years, the borrower’s debt is paid up, and he haS scarcely felt its bu|'dpi|t Similar associations have been suc- cessl’uliy operated in other communi ties, and their advantages have not been questioned. In the one formerly organized here, the inexperience of the operators, coupled with toh close an imitation of some features well adapted to a prosperous community, hut calculated to work hardship in many cases, restricted the : advantages, and deterred many pers.jns from venr turing to become borrowers or even’ share-holders. Ytit cannot be denied that the old association accomplished much good. We know hf’more than one instance in which the borroWer accomplished results beneficial to him self, which would have been impossi ble to him except through the aid of the Association*' . Recognizingthis fact, and profiting by past experience, the managers of Hie Winnsboro Savings and Loan Association have sought to eliminate every feature which might involve havdslup. upojn the borrower. It may be Well, in RiiS connection, to say something of these matters: 1. The rate Of interest. Under the old law the rate might go to any ex tent. At present it' ds limited to tch per cent, per annum. . 2. The method of lending, in the old Association, was Complicated and perhaps illusive. The borrowed paid six per cent, per altnum, interest, be sides a certain monthly sum as “pre mium”—a sum seemingly small in it self, but in reality making Hie interest, paid greater than most men could bear, and greater thau most borrowers real ized they were paying. In the new Association the borrower pays sirppjy interest, not less than seven or mote tbsii fon per cent, per artnmn, payable monthly. Every boryowpr, knows just what Interest he has to pay. 3. The penalties for non-payment of Interest; and -pther monthly dues were too high—Involving!absolutely ruinous results to an •unfortunate borrower. The penalties under the regulations of the new company are lighh -Onft loan 1 df $500, after non-payinenf for 'three months, the entire penalties qn the interest and on the instafmtmfo stock (this instalment being one dollat* per month on each share of $100) would be but $2.73. This estimate is on the supposition that the money was borrowed,/ at the maximum rate— ten percent per annum. 4. 'Under Hie old Association the borrower could not return his money and release his. security, unless he found a substitute to lake his loan at the same rate, or unless 1 he jhade good to the Associatipn any ; difference be tween the amount 4 of'interested the premium he was liable for, .ifod.the amount new borrower 1 mfglfi give.
