Aiken has received his commission as surgeon of the Palmetto Regiment, and the ap pointment promotes him to the rank of captain. Tlie position is one of honor and dignity, and we feel no hesitancy in saying that Mr. Marshall has made a happy and judicious selection in the person of our talented yougg friend. We congratulat e him upon his promo tion. A Sad Death.—The sad intelli gence was received here on Monday, that Mr. William T. Smith was drowned on-.Wednesday last. He was living at Bay Port; Florida, and had gone to Cedar Keys on business. On liis way back on the steamer he was accidentally knocked overboard. We have no further particulars. This will be sad news to the people here. Mr. Smith was a most worthy young man, and had many friends and admirers in Winnsboro. He ivas a son of the late James H. Smith, and was about twen ty years of age* He was the only living child of his widowed mother, >aiid to her his untimely death will be a sad bereavement. Cotton Statement.—The following is the comparative cotton statement for the week ending March 80, 1883: Net receipts at all United States ports during the week 86,877; to same time last year 53,875; total receipts to this date 5,319,755; to same date last year 4,251,789. Exports for tlie week 91,- 590; same week last year 64,706; total exports to this date 3,680,625; to same date last year 2,653,617. The New Railroad.—Work has been begun ou the short ueihvay, which is to connect “Rock City” quar ry with the Charlotte, Columbia & Augusta Railroad. It will be about four and a half miles in length when completed. The work is being rapid ly pushed forward, aud it is thought will be ready for use in the course of two or three tnonths. The quarry s contains an inexhaustible store of the finest granite, and with a railroad for an outlet, it promises unlimited devel opment ; aud wc have every reason for the belief that It will be A source of untold wealth, not only to the parties directly interested, but to the cdrtnty at largo. In reply, would refer him and all concerned to Section 38 of the ‘School Law, which reads as fol lows: That besides the dutit-s and powers pre scribed in other portions of this Act, the Boards oj School Trustees shall have au thority, and it shail be their duty: 1. To provide suitable school hoAseU In their districts, and to make tlie same com fortable, paying due regard to any school house already built, or site pToebf&d, as well as to other circumstances proi»er to be considered, so as best to promote theeduca-, tional interest of thoif district. 2. To take care of, manage and control the school property of the district The school trustees of Fairfield are intelligent, honorable gentlemen, tfind discharge their duties from a sense of duty and a desire to advance tlie edu cational interest of the county, and not with the hope of fee or reward, for they know when they accept the position they will receive no pay, and as they all know from experience no thanks, but severe raspings. It is not to be Expected such gentlemen would do anything to injure the cause of education in their section of country. Hence, When a claim is presented al this office, endorsed by the Clerk of the Board, it is presumed he has di rected by the Board te approve the said claim, and I make it a rule to to appove the same; provided it does not go beyond the amount of money apportioned to the school district from which the claim comes* No rent is claimed for the school building at Cros- byville, and only $24 per month for (Wo fi.it grade teachers—$12 each— is asked for by the trustees. What arrangements the trustees have made with Mr. Crosby I know not, but I feel satisfied the clerk of the Board of Trustees can and will cheerfully give a satisfactory reason for issuing the order for the school furniture in ques tion.
