NOTICE OF DEMCCRATIC PRIMARY ELECTION. In obedience to the Rules and Constitution of the Democratic Party, notice is hereby given that a primary election will be held in the various clubs for Fairfield County on Tues day, the 29th day of August, 1922, for the purpose of nominating State and County officers, including Mag istrates. At said primary election, all persons shall be entitled to vote whose names have been duly enrolled on the Club Roll of the particular club at which they propose to vote. The Secretaries of the various clubs shall turn over to the managers of the primary election, the club rolls o ftheir respective clubs, and immed iately after the said election, the man agers shall return the said club rolls to the Secretaries of the clubs. The Managers of election shall open the polls at 8 o'clock A. M., and close them at 4 o'clock P. M. on the day of election. Immediatel on the close of the polls, the Managers shall proceed publicly to count the votes and tabu late the results. After tabulating the results, the Managers shall certify the same and forward the ballot box es containing the ballots voted, the unused ballots, poll lists of voters, and all other papers pertaining to said election, except the club roll to the County Chairman, and the rules require that the baliot boxes, poll lists, and other papers be returned to the County Chairman by one of the Managers within 36 hours after the close of the polls. M-nagers are hereby enjoisied to give this matter special attention in order that all boves may be before the Executive Committee at its meeting thereafter held. Before opening the polls, the Man agers shall take and sign the oath prescribed by the rules of the Party, which -oath may be administered by any officer of the club, or by one of the Managers cf election, or by any Notar: Public or Magistrate. Each voter shall vote for as many candidates for the House of Repre sentatives as the County is entitled to in the General Assembly, and no ballot containing more or less than two names for Representatives shall be counted by the Managers of elec tion. Candidates for Magistrates of a judicial district shall be voted for by the members of the various clubs within such judicial district, and the voters shall vote at the club where his name is enrolled, without regard to whether the club was located with in the judicial district or not, but the voter must b2 a resident of the judi cial district in which the candidate he propos~s to vote for resides. Owing to the large enrollment on the club rolls of the County, it is re quired by the Statute Law of the State that all clubs,. on which more than 50 voters are enrolled, shall con duct the election under the Australian Ballot System. All. of the clubs of the County, ex cept Gladden's Grove, New Hope, Simpson, and Wateree, have more than 50 voters as showvn by the en rollment books, and all other clubs, except those stated, must conduct the election under said Australian Ballot System. Under this Statute, the Managers of each polling precinct shall provide a booth for every 100 enrolled voters or a majority fraction thereof. These booths shall be made of wood, cheap metal, or any other suitable substance, shall be not less than 232 inches wide, and 32 inches deep, 6 feet and 6 inches high, and shall be provided with a curtain hanging from the top in front to within 3 feet of the floor, and shall have a suitable shelf on which the voter can prepare his tick et. The tickets will be specially pre pared for each club, and the Manag ers of election shall furnish one tick et to each voter. He shall thereupon retire to the booth, prepare his tick et, and then present himself to the Managers to vote. In case the tick et shall be marred or defaced by the voter, he may obtain one additional ballot and no more, but he must re turn the marred or defaced ballot, with its coupon, to the Manager of election, before he can procure a sec ond ballot. The Managers of election shall account for and return to the Executive Committees the ballots furnished to them, including any bal lots unused. The attention of the Managers of Election of Clubs voting under this system, is specially called gosections 3 and 4 of the Act in ques ion, which is published on next to the last page of the., Rules of the Party, copies of which will' be furnished to the Managers. .Managers of election are enjoined to strictly adhere to the terms of this Act of the General Assembly.
