The proposed issue of one hundred thousand dollars worth of bonds for the building and equipping of a new school building in Winnsboro has fallen through. Under the law the Board of Trustees were forbidden to sell for les: .han par, and only nine ty-two was bid. Bonds of all kinds paying a higher rate of interest than the board in this instance was legally able to offer-6 per cent.-are being everywhere offered, and they, of course, fix the price. The Board of Trustees alone cannot proceed further at this time. The law is plain, and they are bound by its terms. But what of the people of Winnsboro? How much do they wish a new building ? Are they will ing for th'eir children to continue to use the worn out structure they now occupy ? And the equipment that went out of date years and years ago? It is not too much to say that the present building at Mt. Zion is a menace to the health of every child that goes to school. Nothing about it is right. The heating is ridicu lously inadequate; the water supply and toilet facilities are absurd; the lighting violates every principle evolved by science during the last twenty years; the equipment, desks, etc., were obsolete long before the fathers and mothers of the pupils of today ceased to be graded school pu pils; and the building itself is liter ally falling to pieces. How many of the patrons' of Mt. Zion realize the conditions under which their children attend school, and why the ignorance of those who do not know? The school building is a public institu.. tion for the benefit of all the chiL dren who attend it. Is it not the d]u. ty of the parents of the children to I know the conditions? Do the people of Winnsboro perform that dluty ? If they do not, they ought to. Right here in Winns boro a proper co-ordination between home and school would years ago have given a proper building with suitable equipment. Well, what are the people of Winnsboro going to do about it ? They can, if they want one bad enough, have a proper building. Do they- want it? A matter of eight thousand dollars stands in the way. Hard times? We are still buying automobiles. We are still indulging in a thousand luxuries. Winnsboro could raise the eight thousand dol lars which would enable the Board to get par for the bonds--or, for that matter. Winnsboro could buy the issue outright at par. It is not a question of can, ;t is purely a ques tion of will. "Watchman, what of the night?" Will the people of Winnsboro give their boys more auto mobiles and their girls more silk stockings and dresses, Or will they provide a suitable school building, and see that it is properly and ade-1 quately equipped ? The bond issue has not, properly speaking, failed, and if the people will "screw their courage to the sticking point" it] will not fail. The children belong to the people, the future belongs to the children. Hence, the people shape the future through the children. What shape will the future, a price-.. less vase, take? What if the hand of the potter shake ? Shall we have a new building? The people can answer this question eith er way, and, theirs, thank God, is the responsibility. Mrs. Bratton was born July 13, 1831, and, therefore, lacked less than ;wo months of being 90 years of age. Her husband, the late Dr. lames Rufus Bratton, who died a umber of years ago, was one of fork county's most influential citi.. ens and was widely known as a >hysician and surgeon.
