Henry Phillips, yWinnsboro, S. C., R. F. D. No. 1 ilunicipal Democratic Club. The Winnsboro Municipal Dem ocratic Club met at the town hall Friday evening, there being a good attendance. A large num ber of new members were en rolled and the old officers were reelected by acclamation: W. C. Beaty, President; W. G. Jordan, Vice-president; J. E. Coan, Sec retary; J. E. McDonald, J. Frank Fooshe, Dr. B. J. Quattleabum, J. A. Brice ,J. E. Coan, executive committee. Changes were made in the constitution to conform to the new charter secured two years ago. The executive commit tee was authorized to arrange for the- primary to be held next Monday, March 20, for nomina ting the following candidates for the municipel election to be held April 3: a mayor, six alder men, one school trustee, and one member of the board of public works. Free Libraries. There are twelve libraries to be given out in Fairfield county under the law providing for school district and state assis tance in this matter. The law provides that where the teachers of the public school raise ten dollars for library purposes by private subscription or other wise the amount shall be sup plemented by like funds from the county, and like sum from the district in which the school is located, and this shall be sup-, plemented by. the contribution of twenty dollars from the State, the same including the book I case which is worth $10. Those schools which secured libraries in accordance with the library law passed at last year may se cure additional books to the value of $15 by raising only $5 by private subsoriptions, Two schools, Blythewood and Lebanon, in the county have already applied for libraries under the new law. This leaves tan others and it is to be hoped that the full number will be quickly taken. The teachers should be vying with each other to get the benefits of this library fund for their school. Paying an Election Bet. Walter A. Rettau of Buffalo, N. Y., an enthusiastic Democrat, doing the "stunt" of walking 1 from Buffalo to Jacksonville2 la.,j spent Sunday here and left Monday morning on his pil grimage to the Land of Flowers. He bet and lost on the election of Herrick, the Democratic nominee for governor in the- last November election. The penalty to the loser was the expedition above named, with the aworn obligation not to accept or "sel ride on any railway train or any public road vehicle of any description. He ex pects to complete his journey by April 5th. He thinks ho will vary his bet at thp next election. All the tools are not dead yet.
