In the report from this Department the Commissioner recommends that power be granted by the Legislature to employ an immigration agent; that improved varieties of seels be pur chased for distribution among the far mers of the State ;fthat an expetimcn lsl farm be established under the di * reetion of tho Bureau ; that an asses sor be appointed in each towuship of the State to receive returns for the ' .Department ; and that a special ap propriation be made to meet the ex penses of these recommendations. ? The a flairs of this department arc evidently controlled by an energetic and competent oflioer and, if properly supported by the Legislature and peo ple, may do much for the advance " ment of the Agricultural in lernst of the Slate. An immigration agent ;' alone, if an active oil] er with the necessary ^experience, may work out a more prosperous future than we now dare hope lor under our present .circumstances. Thai laboijis unrelia ble and will continue.so, cannot b denied: and a reform not only in the character of the laborer but the quali ty ol his work is needed through on! the Slate. Politics have had the effect of antagonizing capital and labor to the serious detriment of our leading industries. This must be corrected cither by a/liliation of the present la borers with the dominant party or by the introduction of others w ho will act with it. Hither remedy is slow in its action but whether the desired result can he effect sooner by Urn one or the other, is for our Legislators to determined. Because our agricultur al products are greater now than cvci in the past, is no sufliuiciit reason they cannot be made still greater by a muro reliable labor. There is u grand future for the South ami we hope it is not fat in the distance, A live Agricultural Department may do much to bring it on. ? mm ? ? Tho School Department. Superintendent Hugh S.Thompson gives in his annual report a most en couragitig account of the department under hm charge. There has been a gradual increase in tho number ul pi pils attending the public school.-, each year to the present lime. D':r ring the last year there were I.'VI.0.7*2 pupils in attendance, 3,1 71 teachers employed and $3<01,'ilu,o0 expend ed. He recommends lhat'in addition to the present state appropriation, each ?School District be authorized to levy and collect a local tax for the special benefit of its own schools. This sys tem ptevnils ill many localities und is found to give most satisfactory re tails, und he thinks it will be o<yunlly successful in every county ol the Stale. Mr. Thompson believes the present mode of selecting County School Commissioners by election biennially very obj *oli mablo, be cause it yields one of the chief obsta cles in the way ol the Schools, the ni ter Incapacity of many of these oil) eers. Notwithstanding this just oh lection, the mode ol selecting these ulllccrs cannot be changed without an amendment to the constitution. He ad vises that no pupils be admitted to the public Schools other than those between Ilm ages ;.l tl and U> wars. The excitement, occasioned by the hitler partisanship in Ihn lain elec-l lion, having partially subsided our citizens are settling down to hard; work and sober thought. We were! lcI by lite press and political speak ers to believe that the gentleman who has been elected President of the Uni ted Stales for Ihc next four years,! was a bribetaker, a perjurer, a bitter j partisan and a vile slanderer; but now we arc told through Iho same channels that he bears an unstained character and is a Christian gcntlc I man, a gallant soldier, a wise states | man and a noble patriot. That these conflicting reports, concerning a high official of the government, need to be ; submitted to the arbilrimeul of time, j ? I is felt to oe a necessity by" every good cilVzen North or South. No man ever possessed better opportunities^ j to make himself great than air. Gar ! Held possesses; and no man, not even Mr. Hayes, shall so iguomin ously fail as he, if these opportunities bo allowed to pass unimproved. ? The South owes nothing to the Re publican put ty but .scorn and hatred and expects nothing from its repic sentalivu as a Republican. The character given him by friends and tin; published sentiment of the North, however, lilts Mr. Garlield J above partisanship, and from that Icharacter the South expects even I , thing- fair dealing, good government reform where it is needed and still I more competent olllcets lo (ill nation ul position in our section. Whelhei J these just ex pi ctations shall be rea lized is left for lime lo decide. In the mean while let charity hide the errors until the decision shall be 1 made. Chiel I .Justice Simpson adiuiuisleied the j oath of < llice i*i a innsfj solemn and 1 impr? ssive manner and so hushc 1 vias every sound that the fall of a pin i could havj been heard. After sub scribing to the oath Guv. llvsgoo-l dc jlivcicd bis inaugural ad-tress which 'was btief, to the point, emiueutly practical and suggestive. Being a business man Gov. llagood will ad minister the government on business principles. To Our Pa.tYons. The season of the year has come I when money is more abundant, and WC hope it will not be out ol place to call upon all delinquent subscribers lo conic .forward and pay up. Some have already done so, and of course this notice is not intended for them. We are oppi se<l to tluuuiug Ihrougli the columns of a newspaper ; hul wi ' arc in need of what is due us. and we have no other way of icmiuding out delinquent friends of their obligation.
