the Commissioner recommends that
power be granted by the Legislature
to employ an immigration agent; that
improved varieties of seels be pur
chased for distribution among the far
mers of the State ;fthat an expetimcn
lsl farm be established under the di
* reetion of tho Bureau ; that an asses
sor be appointed in each towuship of
the State to receive returns for the
' .Department ; and that a special ap
propriation be made to meet the ex
penses of these recommendations.

evidently controlled by an energetic
and competent oflioer and, if properly
supported by the Legislature and peo
ple, may do much for the advance
" ment of the Agricultural in lernst of
the Slate. An immigration agent
;' alone, if an active oil] er with the
necessary ^experience, may work out
a more prosperous future than we
now dare hope lor under our present
.circumstances. Thai laboijis unrelia
ble and will continue.so, cannot b
denied: and a reform not only in the
character of the laborer but the quali
ty ol his work is needed through on!
the Slate. Politics have had the effect
of antagonizing capital and labor to
the serious detriment of our leading
industries. This must be corrected
cither by a/liliation of the present la
borers with the dominant party or by
the introduction of others w ho will
act with it. Hither remedy is slow
in its action but whether the desired
result can he effect sooner by Urn one
or the other, is for our Legislators to
determined. Because our agricultur
al products are greater now than cvci
in the past, is no sufliuiciit reason
they cannot be made still greater by
a muro reliable labor. There is u
grand future for the South ami we
hope it is not fat in the distance, A
live Agricultural Department may do
much to bring it on.

Tho School Department.
Superintendent Hugh S.Thompson
gives in his annual report a most en
couragitig account of the department
under hm charge. There has been
a gradual increase in tho number ul
pi pils attending the public school.-,
each year to the present lime. D':r
ring the last year there were I.'VI.0.7*2
pupils in attendance, 3,1 71 teachers
employed and $3<01,'ilu,o0 expend
ed.
He recommends lhat'in addition to
the present state appropriation, each
?School District be authorized to levy
and collect a local tax for the special
benefit of its own schools. This sys
tem ptevnils ill many localities und is
found to give most satisfactory re
tails, und he thinks it will be o<yunlly
successful in every county ol the
Stale. Mr. Thompson believes the
present mode of selecting County
School Commissioners by election
biennially very obj *oli mablo, be
cause it yields one of the chief obsta
cles in the way ol the Schools, the ni
ter Incapacity of many of these oil)
eers. Notwithstanding this just oh
lection, the mode ol selecting these
ulllccrs cannot be changed without an
amendment to the constitution. He
ad vises that no pupils be admitted to
the public Schools other than those
between Ilm ages ;.l tl and U> wars.
