THE FENCE LAW.
Hon. D..Wy»U Alkeu hw written an
earnest letter to the members of the
Legislature who are farmers, urging the
passage of a genera! fence law for the
State. The idea is, to fence itt stock,
and not fence them out, as has so long
been necessary. Such a law would be
an immense easing of labor, time, ex
pense sod lumber to the iarmer, and io-
steSd of leading to a decrease of stock,
would tend to their beioa treated with
greater care and attention. But little
f inoonaenience would attend the intro
duction of such a law in this section of
the State, as, to secure them from thieves,
our farmers generally fence in their
stock.

will be done to the agricultural interests
of South Carolina.

HEW SCHOOL BOOKS.
When the State Board ot Education
prescribed the text books to he used
iu the public schools of the State,
they permitted a choice in some iustan
cee, notably in Readers and Arithmelios
Last Saturday a number of the teachers
of the county met it this place to agree
on a selection, and the consultation re
sulted in the choice of Reynold’s Read
ers in preference to Appleton's Readers,
and Robinson's Arithmetic in preference
to Sanford’s, with other selections that
appear in the official report of the meet
ing. We are glad that the Readers
prepared by Dr. Reynolds were chosen,
as lha work is by an eminent South
Carolinian and is owned by South Caro
liuiaos. Appleton'a aeries is handsome
ly gotten up and has many conspicuous
merits, but with one or two exceptions
cootaius no attracts from Southern writ
era, while Reynolds' 5th Reader abounds
with selections from the most distin
gaished men of the South, snd purlieu
larly of South Carolinians. We wish
our children to grow up South Caroliui
ana iu scutimcut and opinions, and to
catch the noble inspiration of State pride
and the latroduotion into out public
schools of such books as Reynolds' Rend
era will help to briug this about. \Y

House will insist on many reductions, or
that the Seuate will insist on increasing
unreasonably the amounts to be voted
As heretofore stated there is considera
ble anxiety felt as to the success of the
effort to resume specie payments, which
will be made uudor tjio law within a
month of the meeting of Congress, and
without regard to. party nearly all the
members of both Houses will endeavor
to aid iu every way the effort. It is im
possible to say what proper or improper
bills uiay he iutrodueed on the subject,
but it is certain that nnue which are un
favorable to resumption will have a
chance of passage whether the result
shall be goad or bod. The understanding
is that the country is committed to the
attempt to resume on January 1st as
much us it was to the payment of the
unjust fishery award, and any inter-
fereuce will be generally deemed un
patriotic
If we may judge by the tone of the
press, both North and South, the flurry
of apparent anger which existed jus*
previous to the November election has
disappeared Such things are not wholly
evil if they finally bring different com
munitiea to a better understanding of
each other. I h .ve never wondered that
many iu the South fait extremely bitter
towards the North atler the conclusion
of the civil war, or that many in the
North having confused ideas ol our Gov
ernment, felt as if their section bad a
kind ol proprietary right iu the Southern
States and was called upon to act in the
capacity of guardian. Such feelings
were natural. As it seemed to be lor

A MINISTER SHOT AND KILLED.
Rev. R. E. White, a Baptist minister,
on his way irom Manning to
Sumter, iu a buggy in company with his
wife, last Thursday, to attend the Bap
tist State Convention, was shot in the
bc»d by some unknown person, aud
killed almost instantly. Deceased was
born in Ireland, and wag educated at the
Southern Baptist Theological Scmioery.
He was married about a month ago and
was a young man of much promise.
Since the above was written it has
been ascertained that Mr. White was
killed by a twelve year old son of Mr
Spencer Davis, who was hunting for
hawks in the woods near the road. The
rifle used was a Remington, aud the
heavy ball missing its aim and probably
glancing downward from contact with a
twig sped through the forest to the road,
two hundred yards distant, and struck
down Mr. White with instantaneous fa-
tal effect.
Thi telegrams from Wasbioglon states
that, in his fonrthoomlng message,
President Hayes will make U14 .alleged
outrages and violations of law in (he
South during the late congressional elec
tions a prominent topic of comment, con
demning them as forcibly depriving a
Jsrge number of citixens of the rights
confirmed by both National and Stale
anthoiitiea. The subject will be pre
sented to the consideration of Congress
for such action as the circumstances
may demand.
Governor Hampton’s continues to im
prove. His condition up to the latest
reports is as good as oould be reasons-
bly wished for. All fears of the possi
ble necessity of amputation have been
abandoned, inflammation and fever hav
ing disappeared.

fSpeoial Dispatch to the News and Courier.]
Columbia, 8. C., November 20 —
This sessiou of the General Assembly
promises Irom the indications so far
ooscrvable to be characterised by ab
sence ol oxcitcmcut and a persistent at
tention to business. Both Houses ap
pear to have settled down at once to
routine work, and the almost universal
determination now seems to drive their
labors forward to a speedy termination.
Little feeling was manifested over the
election of officers, they being apparently
regarded as mere preliminaries to organ
ixatioo. All tbe old officers Were re
«l eoted, and altogether the general tone
te satisfactory Conservatism and earn-
estneae seem to pervade all the memb
ers.
No measures of importance are broach
cd as yet. The question of filling the
vacant circuit judgeship and electing the
Code commissioners seems hardly to have
been thought of.
If any opposition arises to Governor
Hampton, should he become a candidate
for the United States Senate, it will
spring from some concealed source. No
traces of any opposition can be found
now after diligent inquiry in the most
probable places,
One Thing and Another.
—Raise mules and molasses.
—It would be better for us all to turn
horse-jockeys next year than to plaut
cotton. r
— I'be last lock of cotton gone—that
little bill unpaid—snd the dunning man
coming round the corner.
—With cotton at Twenty five dollars
a bale next Fall, we will all probably
have to bo agents for somebody. "Agt”
is handy, or in other words, “useful as
well as ornamental” at the end of a name
—Many a man don’t know who he
will take a lien with next year; but io
the multitude of merchants there must
be some safety for a poor fellow. But
the trouble is, where is the safety for
the merchant ?
—Many of the Radicals have quit
whiskey, and gone to drinking beer
since the election. A keg of the beve
rage is on draught in nearly every cabin
in the country. It would he well if
Indepeodants, and Democrats too, would
follow their example while persimmons
•re plentiful.
