Governor Hampton left Columbia
on Saturday night for Rockford,
Illinois, where he will deliver the
annual address before the Agricul
tural and Mechancal Association of
that county.
We present this morning anotho
letter from "Fairfield," on railroad
matters. It will be found full of
interest to those desiring informa
tion on this highly important sub,
ject.
The Liberia fever seems still to
be strong upon many of the
ngroos. Several say they are bound
to go. Well, say we, let those go,
who are silly enough to try the ex
periment. We believe they will be
precious few.
"The Winnsboro NEWs is one of
the most ably editod and is one of
best printed papers that we receive.
This paper has enlarged views and
does not devote a groat deal of
space to his own town. He looks
principally after the welfare of the
State and the nation."--Abbeville
.Press and Banner.
To be sure. The town can take
care of itself. It's the nation that
needs a little boosting occasionally.
DENTAL NOTICE.-Dr. Isaiah Simp
son, Surgeon Dentist, Charlotte, N.
C., respectfully informs the citizens
and public generally that he will
visit Winnsboro, S. C., profession..
ally, on the 24th day of September,
and remain ten or fifteen days.

Miss Lizzie W. Elliott, of this
place ha3 accepted a position as
principal of the female department
of the High School, at Paris, Texas,
of which Mr. J. B. Lyle, formerly
of this State, is principal. Miss
Elliott is a lady of marked ability,
and has had extended and varied
experience in her profession ; and
she wvill prove a great acquisition to
the school with which she is now
connected.
POLITICS IN CHURH.--We are in-'
formed that on the Sunday before the
recent election, the IfReverend Felix
Torrence, now in charge of the
colored Methodist church here, an
nounced the election from the
pulpit. Now this is mixing things
very badly indeed. This "follower
of the Lamb" has no business to
make his pulpit the means of get
ting lukewarm negroes up to the
scratch in politics. It has long
been known that the negro churches
and negro preachers are the chiel
organs of political instruction for
the negroes, and now we have a
specimen case. Without kn6wing
much of the Reverend Felix Tor
rence, we think he will stand watch
ing. Any man who is willing t0
prostitute the sacred ministry, and
the sacred desk, to political ends, is
scarcely worthy of confidence.-We
have no doubt the Reverend Felix
Torrence is highly elated over the
results of his Christian zeal in
behalf of the Radical ticket.
THEs PAY oF AUDITORs.-COmptrol
ler General Hagood recently sent
the following circular to the county
trea'surer :.
Tb Jas. Q. Davis, 7l'easurer' R1rJeM1 Lbunty,:
DEAn SIR-The act of Juno 7th,
1877, No. 285, provides that the ex
penses of assessment (not to exoeed
mn your county $400) shall be p aid
to your auditor on the check of the
county commissioners, by the coun.
ty treasurer, "out of the first col-~
leetions of county funds of -the
fiscal year in which the work shall
be performed."
The assessment now being made
is in the flscal year~ 1876, anid the
collection of taxoH now being made!
is of and for the fiscal year 1876. You
will, out of those collections, pay
the expenses of this year's assess.
ineit, now being mado, and of none
other.
Respectfully, &c.,
JOHNSON HAGOOD,
Conptroller-Gonoral.
A similar circular has been sont
to each of the treasurers throughout
the Stato. The auditors did not
draw their pay, for making the last
assessmont, out of the funds col-.
lected last year, as the law requires.
The funds now being collected are
applicable only to the pay of the
present auditor, and as no two
assessments can be made or paid
for in the same year, the different
ex-auditors are not provided for.
We understand that in two cases
made in two different counties in
Judge Shaw's circuit, the views of
the comptroller-goueral have boon
sustained. The old auditors are
therefore dependent for their pay
upon a special Legislative appro
priation in their behalf.
