I am aware that much can be said for and against fixing a rate of interest. Under the old law fixing the rate at seven per cent, our State was prosper ous. It was argued that if the usury law was repealed and capitalists were allowed a higher rate of interest for the use of their money, that capital This pre diction has not been fulfilled. I am of opinion that higher Interest than seven per cent Is rninous to the debtor, yet I am aware that no law can be enacted that will meet with universal approval and all laws can be evaded in some way or other. I believe that a ma jority In this vicinity are of my opin ion. It la thought by some that the State Is threatened with another Insu rance deposit law. It is said such a law will drlvn insurance from the State.
