LONDON, Nov. 21.-The extreme
'cold weather and the exhaustion of
the troops have virtually brought the
battle in Flanders and France to a
standstill. A desultory, artillery dael

casional infantry attack, but for the]
last three days the lighting has been
mild compared with the fierceness of
that which for more than a month j

made public today by the federal re
serve beord. lt includes operations
for the five preceding days and is
preliminary to detailed statements
hereafter to be issued , weekly. .
