Washington, Nov. 14.—Disclosures
of large orders of arms and ammuni

States runs by way of Mexico.

flux of Russian radicals and other
aliens of red tendencies over the Mexi
can border. Furthermore, government
agents have traced much red propa

A letter Written October 23. by Ra
mon P. de Negri, Mexican consul gen
eral in New York, to Flavia Borquex,
a Mexican senator, indorsing the prin
ciple of “nationalization” has come in
to the hands of the government and
already has been called to the atten
tion of the state department by at
least two senators as showing de Ne
gri’s association with radical social
ists in the United States.
In the opinion of officials here the
publication of de Negri’s letter may

consul general’s exequator.
