C., Dec. 25, 1919. 3?rC rXlitor?As calls continue to 1 come to me for copies of the plan I suggested for building and maintaining roads, I am enclosing a rough draft for the bill, which, if you publish^ will b'e appreciated by many of 'j; ?Q?r readers. My idea, is to get all the roads built, repaired and main taSned quick as possible for lowest! - * cost to the taxpayers, and let them; know where the money comes from, how much, how spent, where and by whom. The plan submitted will fit if either the State or County should bond to build roads and would be needed up the present roads while the | \ others are being built and after to maintain them. Should neither County or State bond, this plan provides for building and maintaining, If anyone has a better plan please . ^ publish it at once, that we may have /the benefit of it. To procure the federal aid apportioned the county and purchase machinery for the district f maintenance crews, I favor a bond issue for about five years. This would allow the, national highways to be built by contract immediately and the ' chain-gang go back to building coun rogds. This must not come out of 1920 taxes as the money borrowed to repair the roads and bridges 1919, k : caused by excessive rains, must be :V paid in 1920 which will make the ;? taxes unavoidably high. That in Lexington County there shall be a supervisor and ... v.. * ^ four commissioners who shall have charge of County matters not other- j wise provided for. , . Section 2. The supervisor shaii be; ig nominated by a majority of tie legist j fv lative delegation and appointed by the governor for a term of four years. He shall be a freeholder, and an elec ? tor of acknowledged probity and of approved business capacity. The . ? governor shall remove him from office when petitioned by a majority of the legislative delegation, and his succes' . aor shall be nominated and appointed t in the same manner to fill the unex- ' - < ' plred term. Any commissioner, or all, may be removed upon petition of a majority of the grand jury. Vacancies in said board shall be filled by the grand jury at the first term succeeding, and from the district in which it occurred. Section 4. The supervisor and the commissioners shall have charge of all rqads, bridges, and ferries; and roads when necessary and to discontinue the maintenance of existing roads, bridges, and ferries where not necessary for the general public. Section 5. They shall give attention first to the upkeep of those roads serving the greatest number of people and bearing the heaviest travel. Section 6. They may employ an ex ' (Trt nvpr pene Jictiu. l uau cugiu^<i> w the principal highways and suggest where and how such roads might best be constructed and maintained. Section 7. They shall pass on all. purchases and approve claims for payment by a majority vote, the supervisor presiding at all meetings and having one vote. Section 8. They shall elect a cleVk, who shall keep full and correct minutes of all meetings, orders, etc.. and shall fix the salary of such clerk. They shall meet monthly in the supervisor's office, at a time to be named by them, for the transaction of business and for receiving reports, etc. Section 9. They shall annually file with the legislative delegation, and with the Clerk of Court, a report of all of their acts. Such reports shall show receipts of moneys and sources; expenditures in such detail as the said delegation shall direct, amount of county indebtedness inventory of all county property, real and personal, and a suggested supply bill. Section 10. The supervisor shai. have charge of the construction crew (now known as the chain-gang); shall build county roads and bridges; maintain ferries and state and national highways in the county; shall inspect all roads, bridges, and ferries every ninety days; shall work the construction crew six months out of every twenty-four in each of the districts as now constituted?provided, in case of emergency he shall order it where most needed, and provided further, that he shall move it from district -to district. as- directed by a ? majority of the commissioners. He shall advise with the commissioners when employing road foremen of maintenance crew, and with regard to the kworing of roads. An annual levy on all county property shall be made, which, with the automobile license fees, shall constitute a construction fund. This fund shall be used for the support of the construction crew and for purchasing machinery and material j i for building and maintaining roads, ! bridges and ferries. The Treasurer j shall keep the construction fund separate from other funds and shall furnish the supervisor with a monthly statement of same. Claims shall be approved against it only for purposes named, and those approved for amounts in excess of the construction fund shall not be paid by the treasurer. Section 12. The commissionersshall have charge of the maintenance j of roaus and bridges in their resp?e- ! tive districts; shall be responsible for ; machinery and other property used ! therein; and shall have direction of j the road foremen and the mainte-1 nance crew in their respective districts. Section 13. They shall furnish the road foremen with report books, with machinery and implements, and do what is necessary to expedite the work of the foremen. Section 14. They shall set aside an- j nually a repair fund from the town- j ship funds to be used in repairing machinery and implements used in their' respective districts. The repair fund shall be prorated among all the town- j ships composing the district on total } amount of township funds. Section 15. They shall keep sep-t arate accounts for each township in their respective districts and check on the funds of each township for work done therein. Claims approved beyond the amount credited to each district or township shall not be paid by the i treasurer. Section It:. The road foremen shall each give bond for the faithful discharge of their duties and for the care of machinery and other property entrusted to them, in the sum of fl.OuO.OO. Section 3&. The road ion men shall work roads as rapi?.l?j a.- pu.-.-ible after each rain, giving first attention to those roads serving the greatest number of people and bearing the heaviest travel. They shall keep ditches open, earth drawn to center of roads, and bridges repaired. Section 20. All foremen shall inform the public on road laws?such as speed limits; passing vehicles; closing ditches by plowing or otherwise; turning implements in roads; putting trash, brush, stones, or other things in roads which would injure roads or interfere with public travel. Section 21. The foremen shall make weekly report to the District commissioner, stating number of days worked; employees and wages paid; kind and location of work; distance worked; material used and where ob tained; condition of roads, bridges, and implements: needs for prosecution of work; and violation of road laws. Section 23. All official reports named herein shall be open for inspection by any taxpayer of the county or for publication in any newspaper published in the county. Section 24. All acts and parts of acts inconsistent herewith are hereby repealed. Section 25. This act shall go into effect when approved by the governor. ? MILUER- S FTIIUAOn Sunday evening.
