Momentous events and developments
marked the year 1022. both at ho;:v.'
and abroad. In America tiu-e in -!u 1ed
the great strikes of coal miners and
r.riroau suopuien; lilt- ^
gress of a new tariff bill, and the general
defeat of tlie Republican party in
the November elections. Among the
v most noteworthy events elsewhere
were the establishment of the l:i*h
Free State; the election of a new
pope; the rout of the Greeks in Asia
Minor and the regeneration of the
Turkish state, followed by th,> Near
East peace conference at Lausanne;
the downfall of Prime Minister Lloyd
George, and the triumph of the Fas-,
cisti in Italy.
a unnnia of the United
States enjoyed a fair, amount of prosperity
throughout the year, they were
discontented and dissatisfy, and j
showed it when they went t > the polls |
in November. Seemingly they did not
like the new tariff law, and the hie
strikes antl the natter of prohibition
enforcement "also had their eifect then.
Economic and financial <>ndiiions in
some of the European countries
showed little or no improvement, due
in part to the continued- state <<f un-1

settlement concerning the (Jenaan m - i
a rations and to the renewed turmoil in ;
the Near East. Oilier countries, no^a- i
bly Italy and Czechoslovakia, move]
definitely toward stabilization and;
prosperity. Conitnunisih and socialism
suflfered a tremendous setback in Italy !
i wheri the Fascisti rebelled against j
t those doctrines and took^ovef the con j

As in 19*21, December was marked
by an international conference in
Washington, , for President Ilardin?
had. invited the Central American republics
to send delegates, there to discuss
limitation of armaments and j
other nuestions. They met on Decern- j
ber 4. i

INTERNATIONAL AFFAIRS
January found the great powers still J
engaged in formulating treaties and
agreements in' the* Washington confer-i
ence on armaments and'Pacific oceanproblems,
and on February 1 the dele
gates, in plenary gessior., adopted me ;
five-pouer naval limitation treaty with i
an agreement on Pacific fortifications; ?
passed resolutions declaring the open
door in China, and approved a treaty i
for the restriction of the uso of poison !
gas and submarines in warfare. At !
the same time, Mr. Balfour announced !
that Great Britain would restore YTei- j
Hai-Wei to China. Three days later J
the conference approved a number of j
treaties designed to restore to China' j
some of her lost liberties and passed j
a resolution for the creation of an in- >!
ternational commission to revise the j
rules of warfare. On February G the [
delegates signed all the treaties and j
the conference adjourned sino die, and '
In four days President Harding sub-mit-tPd
the treaties to%l<e senate.
By the end T>f March tiie senate "had
ratified all these treaties, as well as
one with Japan, by which the tronblesome
question of American rights :
on the island of Yap was settled. Great j
Britain anfl Japan also, in the coarse i
of time, ratified the conference ^arrs, |

reparations, and -with the development*
in the Near East, delayed action, and}
her example was followed" by ?vora! !
smaller nations. Thus the full effect '
of some of the treaties was lost for the !
time being. , i
Rehabilitation of Europe, economic
and financial, was the peat pr.^'em
that confronted the world and, of;
course, its solution depended t< a con-,
siderable extent on a sett'ement t>f th<;
' German reparations matter. This had ;
