To the Citizens of South Carolina:
PflnHE GALLANT ARMY OF TENNESSEE
has boon compelled by numbers to evacuate
Atlanta. Whilst the Confederate authorities
upll doubtless do their duty through the
Army and the State Reserves, now organized
and in the field, under Brigadier General Chesnut,
towards the defence ofAhe State, the preseut
military condition of the country requires
that every man who can wield a weapon should
be in some organization for the attainment, of
the same nhient ' "
The annexed orders provide for such organizations
as the Ecxecutive is authorized to re
quire under the law ; aud it is expected that
every one who is liable will, without excuse,
rally to the colors of the State in his appropriate
Qrganization.

military purposes is a moio-titf force ; and that
(it can only he voluntary). I conjure the
yeoinanary of the State, by every consideration
of interest and patriotism at once to organize.
Let it be formed without reference to age.?
Many a man over 50 will make, as efficient a
mounted soldier-as others half his years. In
\5l the State, then looking to the possible conflict
which is now upon us, could boost as gallant
a body of mounted men, many of them f
now over 50, as ever Hashed a sabre in the face '
of a foe. Many of them are doing good in the
field. Let those at home unite with their
younger fellow citizens .in organizing cornpa- '
nics xor mounted service. Jiacn man must
mount and equip himself, except as to a carbine,
which, of the most approved kind, the
State will furnish.
The horses (one to each officer and man) upon
being registered with the'Captains of Companies,
as also the equipments, which (the
horse and equipments) shall be used for military
purposes, will be exempt from impressment,
seizure, distress and execution.
If in a regiment or district enough do not
unite to form a company, let them organize
with from 15 to 30, electing a lieutenant, unite
with, some organization.in another regiment or 1
district, so as to make up a company snd se-1
lecting a captain, determine the rank of their
lieutenants bv lot or otherwise. Upon the organization
of companies having in the aggre-<
gate, including four (4) commissioned and eight
(8) ri'on commissioned officers, not less than
sixty-eight (08), they will be received and
armed ; and when the number of companies is
sufficient, will be organized into battalions and
regiments by the election of tield officers.
All persons liable to service, who do not at- ,
tach themselves to a mounted company, will
be organized in one of the t w6 classes embraced
in the annexed order from the Adjutant and
Inspector General's Office. '

Place yourselves by their sides and make good
your determination, that no foul mbnou of the
despot Lincoln should ever plane, with impute

Make them rue the day they attempted to efface
you from your heritage and give it to oth- .
ers. The ray of hope which some sanguine
persons supposed they saw in the Chicago Convention
has gone out imdarkness. Bo not de-.
ceived. There is no prospect of peace from
that quarter. Peace is to be obtained alone, I
under the blessing of God, through your fortitude,
your sacrifices and your own strong arms.

Office, 1864, companies for local defence
are authorized and required to be organized in
each District of the State,
II. All detailed men, unless specially excepted,
including those between the ages of 18 and
45 years, as well as those of the Reserve class,
and required to enroll themselves as members
of companies. 1
III. The companies organized under this order
arc designed to be employed only in emer- {
gencies occurring in or near the Districts in \
which they may be respectively organized,.nor i

within the limits of their respective districts or
districts contiguous thereto.
IV. The term-of service of the companies
will he the unexpired period of the war. The
term of service of detailed inbn will be the terms
of thier respective details.
V. Local Enrolling Officers are charged Tvith
the execution of this order. They will organize
the detailed men in their respective Districts
into companies of not, less thap G4 men, and
order an election for company officers, and, as
each company is organized, they will forward
muster rolls to these Headquarters. When the
number of detailed men is not sufficient for a
company, they will furnish a list of the names
of the men. ?
VI. The provisions of the above order do
not apply to the detailed men in the city of
Columbia, they having already been organized
into companies. 1
