II. T is Confederate authorities have made a requisition
upon tho State lor Two Thousand laborers monthly.
Tho proportion of one-fourth heretofore called lbr, had
failed to supply half of this number. In view of this
fact and tho great urgency of the demand lor'inbor at
this time, it is doomed expedient to shorten the interval
between the calls, and increase the qnotft This is
no violation nf the law. for it does not fix the quota of
labor, nor the interval between < lie calls, but proscribes
that such proportion shall bo called for as will lill tho
rcqusition, giving thirty days notice. Each Division
in. the order li ved will too- required tu furnish this
quota, atul^io injustice will ho'-done to anyi
III. All parties, whether individuals or com jinnies,
who own or employ more than one maul hand, are .roquired
to furnish their quota, (one-half) unless relieved
by detail Irom Dejmrttnent Headquarters-. Tlva can

specific work for which the detail was granted. Commissioners
of roads will give their attention lo this
mailer and report to this office.
IV. Groat confusion exists from the imperfect.manner
in which the names of owners are given lo agents
at the several depots. It is the duty of one, or more
of the Commissioners, to ho present lo verify tho quota
of each owner, and jirejiarn correct lists.
Within live days after delivery 011 this call tlu\y will
please forward to this office names of defaulters in their
respective divisions of roads.'
