visional Qovernor of Georgia has sent to
the Legislature the following despatch:
WASHINGTON, December ll, 1865.

Tho Governor elect will be inaugurated,
which will not interfere with the Provi?
sional Governor, who will receive instruc?
tions in a few days in regard to being re?
lieved. Why don't you elect a Senator?
I would issue no commissions to members
of Congress-leave that for the incoming
Govornor. We arc under obligations to
you for tho noble, efficient and patriotic
manner in which you havo discharged the
duties of Provisional Govornor, and you
wUl bc sustained bv tho Government.

WASHINGTON", December ll.-Mr. Speaker
Colfax announced to-day tho House com?
mittees. In view of thc many conflicting
interests that demanded important posi?
tions, the result seems to givo great dis?
satisfaction. The New York delegation,
especially, feel that they have been ignored,
the Chairmanships of only two unimpor?
tant committees having been given them.
Massachusetts, on tho contrary, is given
the heads of four important committees
viz: Foreign Affairs, Post Offices, Elec?
tions and Naval Affaira. The Western
States have tho Chairmanship of eighteen
committees, with three Western members
on the Committee of Ways and Means.
The pressure from the Weat on the Speaker
was very great. Tho changes in the old
Committee of Military Affairs elicited tho
greatest suprise-Generals Garfield and
Farnsworth being cut oil, and their places
supplied with now members.
Representative Wilson, of Iowa, intro?
duced a bill, to-day, which was referred to
the Committee on the Judi:iary, re-organ?
izing the judicial system in tl?e Southern
States. Tho object of this.bill is to per?
fect arrangements for the trial of Jefferson
Davis before tho United States Circuit
Court, at Richmond.
Thc partial effect of the bill introduced
into the House by Mr. Patterson, of New
Hampshire, is to repeal the charter of the
city of Washington. In view of the almost
certainty of "jiegra suffrage, and for other
substantial reasons, a movement is on
foot among some of the citizens to sur?
render tho charter of the city to Congress.
Tho bill introduced by Mr. Garfield, of
Ohio, to facilitate commercial intercourse
between tho sevei?.! States, is in accord?
ance with a paragraph in thc annual mes?
sage on that subject. It prohibits a per
capita tax by a State on passengers tra?
veling by rail or boat, and looks to a so
called air-line railway between New York
and Washington.
A Senatorial caucus, held to-day, occu?
pied three hours of its session in deliberat?
ing upou the House joint resolution of Mr.
Stevens; it was lively. The radicals se?
verely attacked tho President's policy, aud
Senator Doolittle defended it m an able
speech. Upon a vote, it was decided by
15 to 14 to strike ont thc important portion
of tho resolution, as follows: "And
until thc committee's report shall have
been made and finally actod on by Con?
gress, no member shall bc received into
either Houso from anv of the so-called
Confederate States, and all papers relating
to the representatives of said States, shall
be reforred to said committee without de?
bate."
The resolution, thus modified, was adopt?
ed by the caucus, and reads as follows:
"Resolved, hy the Senate and House of
Representatives of the United States, in
Congress assembled, That a committee of
fifteen members shall be appointed, nine
of whom shall be members of tho Houso
aud six of thc Senate, who shall inquire
into the condition of the States which
formed tho so-callod Confederate States of
America, and report whethor they or any
of them aro entitled to be represented in
either House of Congress, with leave to re?
port at any time, by bill or otherwise."
The result is a complote triumph for tho
conservatives, as it leaves tho question of
the early admission of the Tennessee dele?
gation, and perhaps other Southern Con?
gressmen, for the decision of each House,
with debate. Senator Anthony was select?
ed to present the modilicd ro3olution to
the Scnato, to-morrow.
Mr. Elliott's (Massachusetts) joint reso?
lutions, introduced in the Houso on Mon?
day, declare:
1. That tho United States, as conquerors
in war, now have thc political power of the
States recently in rebellion.
2. That until action by Congress, the
President, as commander-in-chief, has
authority to organize and maintain go?
vernment within said States.
3. That the said States are not entitled
to take part in tho Government of tho
Unitrd States until Congress shall, on
such terms as it may prescribe, confer
upon them tho power to act.
4. That, disclaiming all desire to impose
hostile or burdensome conditions, and
mindful only of irreversible guarantee
against future, dissension or secession, and
of plighted faith to all who have aided in
the overthrow of tho rebellion, we declaro
it to bo our indisputable condition for the
recognition of said States, that their Con?
stitutions should secure to all the inhabi?
tants thereof, equal rights before the law,
without distinction of color or race.
I am told, reliably, that the correspon?
dence witii France upon tho Mexican ques?
tion will tako similar ground to that as?
sumed during the close of Mr. Lincoln's
term. Mr. Seward has scarcely varied in
his letters since then, and as what he
wrote was after regular interviews with
tho President, he will, of courso, speak
virtually for tho Executive himself.
I$y-the-way, tho French Minister here
has expressed his complete satisfaction
with tho tone of the message upon the re?
lations of France, Mexico and the United
States, and it is no secret that tho adhe?
rents of tho Republic view it in a totally
different light.
