SENATE OF TBE STATE OF SOUTH CAROLINA.
THURSDAY, DECEMBER 7, 1805.
Tho Senate proceeded with the second reading of a Bill to incorporate
tho Ireland Creek Timber Cutters' Company.
Mr. TRACY moved to amend hy inserting, after " Charleston," in tho
third section, tho words: " Under the direction of Edward Willis, A. R.
Chisolm and E. A. Ballaguer ;" and after Walterboro, in tho same section,
the words : "Under the direction of John A. Burbridge, Ashbury Lowry
and B. G. Price."
The Bill, which was agreed to, with the amendment, was agreed to, and
was ordered to bo sent to tho House of Representatives.
A Bill (originating in the House of Representatives) to appoint Com?
missioners of Kirkwood, received tho first reading, and was referred to thc
Committee on Incorporations and Engrossed Acts.
Mr. BUIST introduced a Bill to amend the law as to the inspection of
flour ; which received the first reading, and was referred to thc Comiuitteo
on Commerce, Manufactures and the Mechanic Arts.
The Senate proceeded to the
SPECIAL ORDER FOR ll O'CLOCK A. M.
A Bill to establish District Courts.
The question was upon tho following amendment, offered by Mr
McCutcheu. on Tuesday, December 5, which was pending on that day,
when,
Upon motion of Mr. THOMPSON, the Special Order was discharged,
and made the Special Order for yesterday, at ll o'clock A. M., and was not
then considered, but was made the Special Order for to-day, at the same
hour, namely: A
"Twenty per cent, on the amount of annuar foes received for tho
approval of contracts in his District : Provided, No District Judge receive
a greater salary or compensation in the aggregate than fifteen huiidrod
dollars per annum."
Upon motion of M THOMPSON, tho amendment was ordered to lie
upon the table.
On account of tho indisposition of thc President, the Hon. F. J. Moses
took his seat as President ]?.<> Inn.
Mr. THOMSON moved an amendment to be added at the end of tho
same section ; which amendment was amended to read as follows, and was
agreed to :

Mr. Thomson's amendment proposed, for Charleston, $000.
Mr. TILLMAN moved to insert, for Charleston, $1,000.
Mr. TOWNES moved to insert, for Charleston, $1,500-, and tho yeas
and nays wore ordered upon the question, and they are as follows :
Those who voted in the affirmative are : Hon. F. J. Moses, President
pro tem., and Messrs. Brutton, Johnson. Kershaw, Lawton, McQueen,
Townes and Townsend.
Those who-voted in tho negative are : Messrs. Beatty, Buist, Davant,
Dozier, Grisham, Hemphill, McCutcheu, McDuffie, Reid, Richardson,
Shingler, Skipper, Sullivan, Tillman, Thomson, Tracy, G. W. Williams,
J. H. Williams, Wilson and Winsmith.
In the affirmative, 8.
In the negative, 20.
The motion was therefore lost.
The question then recurred upon Mr. Tillman's amendment ; which was
agreed to, namely, for Charleston, $1,000.
Upon motion of Mr. THOMSON, the Special Order for ll o'clock A.
M., was discharged, and made the Special Order for to-morrow, at 12
o'clock M., and the Special Order for 2 P. M. discharged and was made the
Special Order for to-morrow, at the same hour.
On motion of Mr. KERSHAW, the Special Order for half-past ll o'clock
A. M. was discharged, and made the Special Order for to-morrow, at ll
o'clock A. M.
Mr. HEMPHILL offered the following resolution :
Resolved, That the President and Directors of the Bank of the State of
South Carolina be authorized to negotiate a loan of one hundred thousand
dollars, for a brm not exceeding twelvo months ; for the payment of
which thc faith and credit of the State aro hereby pledged, and the pro?
ceeds j>f said loan shall be held exclusively for tho use of the State.
Mr. TILLMAN moved to amend, so that it would read :
Jit-sulred, That his Excellency Jos. L. Orr, be authorized to negotiate, &c.
Mr. KERSHAW moved, as an amendment to the amendment, that the
resolutions be referred to tho Committee on Finance and Banks.
During tho. debate which ensued. Mr. G. W. WT LL ? AMS called for tho
previous question, which motion being put, was agreed to.
The question was then upon referring to the Committee on Finance ano
Banks, and tho yeas and nays were ordered to be taken, and they are as
follows :

consequenae of the interruptions of ;
regular instruction for several years, !
the wants of the young men of the i
South arc peculiar, and general sen- !
timent calls for modifications of our j
systems of education to meet those j
wants. The expediency of a re-or- j
ganization of the College was there- !
toro referred by thc trustees to a com- ]
mit too, consisting of the Hons. H. D. ?
Lesesne, W. 1). Porterand Geo. Buist, !
who reported on tho lGth ultimo, re- '
commending an enlargement of thc j
basis of educational benefit, chiefly |
by two measures. First, by admis- I
sion, in addition to thc students pur- I
suing thc regular curriculum, of other
students to a partial course, under !
certain regulations; and secondly, by
the delivery of lectures at the college
by the professors at night, for the
benefit of persons who, desiring libe?
ral instruction, are unable to enjoy it
in the ordinary mode-the professors
to determine the subjects and order
of the course, and to make a mode?
rate charge for it.
The Committee also recommend
ed that, to meet the exigencies of the
times, the charge to students be ten
dollar per quarter.
The report of the Committee was
adopted by the Board of Trustees,
and will form the basis of future
operations.

To the liberal and choice donation
made some years ago by Dr. Framp?
ton, will be added the rare and select
collection of books bequeathed by the
late venerable and accomplished
Judge King. These collections were,
sent for safety during the war into
the interior, and. we are happy to
say, are safe. Tho more valuable and
rare portions of the Museum were
also sent away, and are safe. Both
the books and the museum will be
brought back, it is hoped, as soon as
! the railroads are completed.

; the Hon. M. King, known as liberal
; benefactors of the College, the insti
! tution now adds the nanio of
Ephraim M. Baynard, who, by deed
